Der Dokumentarfilm stellt Zusammenhänge und Kontinuität der politischen Propaganda vor. Umfangreiches Archivmaterial zeigt, wie sehr sich über nationale, zeitliche oder auch politische Grenzen hinaus Propagandaziele und -techniken ähneln. Die Nazis griffen für ihr perfides Zerrbild vom "ewigen Juden" auf dieselbe Technik zurück, mit der schon ihre britischen Kollegen im Ersten Weltkrieg das Feindbild vom Deutschen entwarfen. Dieselben Propagandisten, die Hitlers Armeen rechtfertigten, nutzten nach 1945 einfach ihr Konzept für die Bundeswehr noch einmal. Der Propaganda ist jedes Mittel recht. Das unterstreichen Experten und Macher von Propaganda, die im Film zu Wort kommen. Das Repertoire der Propaganda-Maschine reicht vom Puppenspieltheater bis zum Zeichentrickfilm, von Musik bis zum Unterhaltungsfilm. Je unauffälliger und harmloser sie daherkommt, um so wirkungsvoller geht ihre Saat auf. Keine politische Ordnung, kein Verfassungstyp verzichtet auf sie - auch nicht die Demokratie.
