Ein Jahr nach dem Abzug der sowjetischen Truppen aus Afghanistan befürchtet der Verfasser eine "Libanisierung" des Landes. Während die Position der Regierung Najibullah stärker geworden ist, ist die der Widerstandsbewegung, nicht zuletzt aufgrund von Rivalitäten untereinander, stark geschwächt. Die Abhängigkeit der Guerilla von ausländischen Geldgebern und Waffenlieferungen trägt zur Verstärkung der inneren Querelen bei. Als einzige Lösung des Konflikts sieht der Verfasser einen gleichzeitigen und gleichgewichtigen Abbau der Auslandshilfe an Regierung und Widerstandsgruppen. (DGAP-Sli)
