At present, black African leaders are searching desperately for pragmatic solutions to their national ills. As this article shows, the renewal of relations with Israel by major black African states such as Zaire, Liberia, Cameroon, Cote d'Ivoire, Togo, Kenia, and Ethiopia is considered on strictly bilateral, material terms: Will it solve, or at least ease, specific, urgent economic or social problems? How will the renewal affect the country's economic or security problems? How will it affect the country's international posture? Will it benefit the country's credit rating at the World Bank and IMF? What pressures and redistributions are to be expected from different Arab states? Will Israel's readiness to implement large-scale aid projects compensate for the loss of Arab financial assistance?
