Content: In all societies the family is an important provider of social security and care for its members. Traditional Chinese family ideology was characterized by its explicit insistence on the welfare and care function of the family. After the establishment of the PRC in 1949, new systems privileged city dwellers while rural people had to rely more heavily on family care, or, if this failed, on minimal levels of help from the collective. After discussing social security and the family before the economic reforms of 1979, the paper outlines and highlights family care and social security since these reforms. (DÜI-Sen)

Content: According to the author, the social security system of each country in the end is a choice made by the people in a certain historical period. To choose a social security system, China, in its period of system reform, has to consider not only the historical demands but also the system costs, i.e. the constraints of the costs of transformation. She examines the realistic options for the choice of the social security system in China on the background of both the historical demands and the actual obstacles. (DÜI-Sen)
