Content: The article gives an analysis of Saudi Arabia's reactions to the recent changes in Middle Eastern politics, namely to the peace process, to the issue of Gulf security and to the Western perception of Islam as a major threat. It stresses Saudi Arabia's moderation in its oil policy, in political and diplomatic issues within the region of the Middle East and in religious positions and suggests that Saudi Arabia should play a more important role in mediating between the West and the Middle East in order to dismantle the prevailing tensions. Content: Examining Israel's interest in the peace process the article shows that it is primarily concerned with security. Only when Israel's security is fully guaranteed is Israel willing to move toward greater Arab-Israeli normalization and integration. Thus, the article argues, Israel has made it a condition that a number of issues - especially concerning Israel's military security - is dealt with in the peace process before final peace is established. Concluding the article examines the probability and viability of multilateral security and economic arrangements in the region. (DÜI-Mjr)

Content: The regional order of the Middle East has been ruled by geopolitics - the protection of the territorial integrity of the nation state - for a long time. Since the end of the Cold War and the Second Gulf War however this order has undergone many changes. The article argues that a new regional order is emerging that is no longer defined by geopolitics but by geoeconomics. Regional economic cooperation is growing in importance as the recent Arab-Israeli peace negotiations clearly demonstrate. (DÜI-Mjr)

Content: The article examines Iran's regional security policy in the light of its general foreign policy. It shows that Iran's general foreign policy is not so much guided along political interest but along ideology - along ideological conceptions such as authenticity, egalitarianism and idealism. This, the article concludes, has led to many misconceptions about Iran that have resulted in the international perception of an "Iranian threat". Any change in this perception in the near future is unlikely as the political interaction between Iran and its Arab neighbours is very limited. (DÜI-Mjr)

Content: The article examines Palestinian security concerns in view of the threat of the closure of the West Bank and the Gaza Strip, the isolation of Jerusalem and the Israeli reoccupation of areas from which it had already withdrawn. In addition to these threats which are envisaged as the Israeli attempt to devide the Palestinians geographically the article examines the threat the Jewish settlers cause to Palestinian daily life and the stability of the Palestinian authority. Content: A review of the previous articles, their analyses of and views on the Middle Eastern stability concerns. The conclusion is drawn that stable security structures have to be built before a change from geopolitics to geoeconomics - as is taking place on a global level - can be achieved in the Middle East. As tensions and mistrust among the Middle Eastern countries still prevail the building of stable security structures however remains a future task. Thus, the article suggests, the visions of a new Middle East evoked by the peace process should be replaced by a more realistic approach. First of all low profile politics should be strengthened in order for confidence building to take place among the Middle Eastern countries. (DÜI-Mjr)

Content: The article shows that security and stability in the Maghreb (Algeria, Morocco and Tunisia) are not dependent on external but on internal factors, namely the inability of the countries' regimes to adapt to the social and economic changes and their subsequent loss of legitimacy. Only on the condition that the new middle class as well as the moderate Islamists and the young generation are integrated into the political systems can the regimes regain legitimacy and internal stability be achieved. This, the article argues, would result in positive effects on both the regional stability and the Maghrebi-European relations. (DÜI-Mjr)

Content: The article shows that the Maghreb countries have only marginally been affected by international conflicts. Thus their security concerns focus more on internal issues such as the integration of fundamentalist Islam into the political system in Algeria and the uncertainties of the monarchic seccession in Morocco. Tunisia is an exception to this rule. It has managed to secure its internal stability but remains to be threatened by external influences from its neighbour countries, Algeria and Libya. The article furthermore examines the relationship between the Maghreb and Europe in regard to collective security projects. It concludes that the Maghrebi-European relationship can only prosper under the condition that the myth of an "Islamic danger" vanishes. (DÜI-Mjr)
