Die informationstechnologische Revolution bietet der arabischen Welt eine einzigartige Möglichkeit, nicht nur Wissen zu generieren, sondern es auch zu verbreiten und für ein breites Spektrum an wirtschaftlichen und gesellschaftlichen Entwicklungszielen nutzbar zu machen. Der Beitrag diskutiert die positiven Implikationen (Dezentralisierung und Vernetzung, Freiheit, Innovation) sowie die problematischen Aspekte der IT-Revolution in den arabischen Gesellschaften und erörtert insbesondere Wege zur Entwicklung der IT-Fähigkeiten, wobei die Vorteile des Zusammenwirkens von Privatsektor und Staat hervorgehoben werden. Als Schlussfolgerung wird die Einrichtung eines virtuellen pan-arabischen Think Tank (PAVTT) für IT-Entwicklung vorgeschlagen. Der vorgeschlagene Aufgabenkatalog von PAVTT (von der Struktur her eine Art dezentrales Netzwerk von Websites) beinhaltet: politische Foren, Infrastrukturentwicklung, Forschungsprojekte und Ausbildung.
