Steht die revolutionäre Entwicklung in der UdSSR für den Beginn eines epochalen historischen Einschnitts - wie 1688,1776,1789? Anachronistisch wäre es, die Entwicklung Gorbatschow allein zuzuschreiben oder gar von seinem politischen Können abhängig zu machen. Die westlichen Demokratien befinden sich nicht in der Rolle von Zuschauern, sie werden von den fundamentalen Veränderungen im Osten grundsätzlich berührt. Dies gilt für die Diskussion der Verteidigungspolitik des Bündnisses und die bündnisinternen Beziehungen, dies gilt für die neu zu definierende Rolle der Deutschen, dies gilt für die USA, von deren Außenpolitik zu hoffen ist, daß Präsident Bush den Mut zur Mäßigung findet. Schließlich erfahren auch die osteuropäischen Staaten im sowjetischen Vorfeld "unumkehrbare" politische Veränderungen, wobei noch offen ist, welchen Spielraum sie wirklich haben. (SWP-Hld)
