Research and development of a method for determining strategic information needs of managers

Abstract

Classical information sytems development approaches have fallen short of providing useful, information support to managers engaged in strategic decision making. We need methodologies for studying the strategic information needs of managers to determine if strategic information needs are predictable and if any methodology could be successful.

Using situation exercises, we have developed a verbal protocol analysis technique based on strategic problem formulation theories and LISP syntax structures to identify and characterize the strategic information needs of managers. We briefly describe the elementary mental activities model theory developed as the basis for the methodology. We describe the experimental methodology and present examples and results of an experiment using the methodology to determine the strategic information needs of Nuclear Government-Oversight-Agency managers.
