    Content: This study examines the roles of revenue recycling schemes for the selection of alternative tax instruments (i.e., carbon-, sulphur-, energy- and output-tax) to reduce CO2 emissions to a specified level in Thailand. A static, single period, multi-sectoral computable general equilibrium (CGE) model of the Thai economy has been developed for this purpose. This study finds that the selection of a tax instrument to reduce CO2 emissions would be significantly influenced by the scheme to recycle the tax revenue to the economy. If the tax revenue is recycled to finance cuts in the existing labour or indirect tax rates, carbon tax would be more efficient than the sulphur-, energy- and output-taxes to reduce CO2 emissions. On the other hand, if the tax revenue is recycled to households through a lump-sum transfer, sulphur and carbon taxes would be more efficient than energy and output taxes. The ranking between the sulphur and carbon taxes under the lump sum transfer scheme depends on substitution possibility of fossil fuels. Sulphur tax is found superior over carbon tax at the higher substitution possibility between fossil fuels; the reverse is found true at the lower substitution possibility. In all schemes of revenue recycling considered, the output tax is found to be the most costly (i.e., in welfare terms) despite the fact that it generates two to three times higher revenue than the other tax instruments

    Content: May 2000 - Evaluating design alternatives is a first step in introducing optimal water subsidy schemes. The definition of appropriate targeting criteria and subsidy levels needs to be supported by empirical analysis, generally an informationally demanding exercise. An assessment carried out in Panama revealed that targeting individual households would be preferable to geographically based targeting. Empirical analysis also showed that only a small group of very poor households needed a subsidy to pay their water bill. In designing a rational scheme for subsidizing water services, it is important to support the choice of design parameters with empirical analysis that simulates the impact of subsidy options on the target population. Otherwise, there is little guarantee that the subsidy program will meet its objectives. But such analysis is informationally demanding.
    Content: Ideally, researchers should have access to a single, consistent data set containing household-level information on consumption, willingness to pay, and a range of socioeconomic characteristics. Such a comprehensive data set will rarely exist. G-mez-Lobo, Foster, and Halpern suggest overcoming this data deficiency by collating and imaginatively manipulating different sources of data to generate estimates of the missing variables. The most valuable sources of information, they explain, are likely to be the following: · Customer databases of the water company, which provide robust information on the measured consumption of formal customers but little information on unmeasured consumption, informal customers, willingness to pay, or socioeconomic variables. · General socioeconomic household surveys, which are an excellent source of socioeconomic information but tend to record water expenditure rather than physical consumption.
    Content: · Willingness-to-pay surveys, which are generally tailored to a specific project, are very flexible, and may be the only source of willingness-to-pay data. However, they are expensive to undertake and the information collected is based on hypothetical rather than real behavior. Where such surveys are unavailable, international benchmark values on willingness to pay may be used. Combining data sets requires some effort and creativity, and creates difficulties of its own. But once a suitable data set has been constructed, a simulation model can be created using simple spreadsheet software.

As part of globalization, individuals increasingly spend part of their working or retirement life abroad but want to keep or move their acquired rights, accumulated retirement assets, or benefits in payment freely across borders.     Content: The Social Assistance Scheme (SAS) is the main social assistance program in Kosovo and the sole program targeted at poverty reduction in Kosovo and, importantly, the only program in which household income and assets are used to identify beneficiaries. In the absence of SAS, the overall poverty gap would have been 1.8 percentage points higher in 2016, and the poverty rate would have been 1.5 percentage points higher. Yet, the importance of SAS in Kosovo's social protection system has declined; decreases in spending on targeted social assistance in Kosovo goes against a worldwide trend. The Government of Kosovo seeks to reform the SAS to eliminate discrimination in program design, promote inclusion and reduce poverty. This report reviews the main design criteria of the SAS, its performance in international comparison, and provides directions for reform based on simulations with household survey data

    Content: Maximizing the benefits from public sector investments requires a clear, predictable, and transparent process informed by robust analyses that can facilitate multicriteria considerations of different options and alternatives. However, the tools available to governments to assess the costs and benefits of different investment strategies are often too general or specific to determine the optimal investment strategy. This paper aims to improve the tools available to facilitate the assessment of the macroeconomic implications of large infrastructure projects and enhance the capacity for management of public investment decisions. The macroeconomic assessment of public investment options (MAPIO) model was applied to the Batoka Gorge hydroelectric scheme to provide an analysis of impacts on key macroeconomic variables. The MAPIO model shows the project provides a robust financial and economic investment option with a net positive impact on the national economies in both Zambia and Zimbabwe. The estimates are considered conservative and the returns remain robust when subjecting the model to extreme assumptions to test the sensitivity of the results. However, it is important to acknowledge the model limitations, which does not include noneconomic benefits, costs, or impacts on other sectors. Any investment decision should involve a multicriteria assessment that considers the full range of options and alternatives that may be available to achieving the development objectives

    Content: Globally, cities are the source of over 70 percent of the world's greenhouse gas emissions. Cities are also the engines of the global economy, concentrating more than half the world's population, and they are where the middle class is rapidly expanding. Indeed, by the year 2050, two-thirds of the world will be urban, with cities accommodating an additional 2.5 billion people over today's total. Nearly all of this urban growth will occur in developing countries. This concentration of people and assets also means that the impacts of natural disasters, exacerbated by the changing climate, may be even more devastating, both in terms of human lives lost and economic livelihoods destroyed. These effects will disproportionately burden the poor. Earth is on a trajectory of warming more than 1.5 degrees Celsius unless important decarbonizing steps are taken.Often urban policymakers prescribe integration as the solution to steering urbanization towards decarbonization to achieve greater global and local environmental benefits. However, little is known about the struggles-and successes-that cities in developing countries have in planning, financing, and implementing integrated urban solutions. The main objective of this report is to understand how a variety of developing and emerging economies are successfully utilizing horizontal integration-across multiple infrastructure sectors and systems-at the metropolitan scale to deliver greater sustainability. This report explores how integrated planning processes extending well beyond city boundaries have been financed and implemented in a diverse group of metropolitan areas. From this analysis, the report derives models, poses guiding questions, and presents three key principles to provoke and inspire action by cities around the world

    Content: Vouchers stimulate demand for health care services by giving beneficiaries purchasing power. In turn, health facilities' claims are reimbursed for providing beneficiaries with improved quality of health care. Efficient strategies to generate demand from new, often poor, users and supply in the form of increased access and expanded scope of services would help move Uganda away from inequity and toward universal health care. A reproductive health voucher program was implemented in 20 western and southwest Ugandan districts from April 2008 to March 2012. Using three years of data, this impact evaluation study employed a quasi-experimental design to examine differences in utilization of health services among women in voucher and nonvoucher villages. Two key findings were a 16-percentage-point net increase in private facility deliveries and a decrease in home deliveries among women who had used the voucher, indicating the project likely made contributions to increase private facility births in villages with voucher clients. No statistically significant difference was seen between respondents from voucher and nonvoucher villages in the use of postnatal care services, or in attending four or more antenatal care visits. A net 33-percentage-point decrease in out-of-pocket expenditure at private facilities in villages with voucher clients was found, and a higher percentage of voucher users came from households in the two poorest quintiles. The greater uptake of facility births by respondents in voucher villages compared with controls indicates that the approach has the potential to accelerate service uptake. A scaled program could help to move the country toward universal coverage of maternal health care
