    Inhalt: In 2009, the Paraguayan Government's Ministry of Health and the World Bank agreed to conduct technical cooperation work, which included two specific studies and an analysis of the public health sector, with a view to identifying medium- and long-term health sector policy formulation options. The specific studies were on: (i) the national pharmaceutical sector, and (ii) the social determinants of health. This study, facilitated technical exchanges and policy dialogue with the authorities throughout the process, which included the organization of workshops and the submission to the Ministry of Public Health and Social Welfare in December 2010 of two technical documents, one of which focused on the social determinants of health and the other, on drug policy, which are included in the annexes to this report; as well as to bring technical assessment to the Ministry of Public Health and Social Welfare about health services integrated networks. This report analyzes the available evidence on changes and trends in the state of health of the Paraguayan population through 2010 to 2011, taking into account the policy guidelines and institutional changes introduced during the final period of the government's term and the trends in a number of social determinants of health. This report will contribute to the development of a medium- and long-term strategy, with the ultimate aim of improving health outcomes, and will serve as a tool that provides information and recommendations that can also create new opportunities for collaboration in the area of sectoral dialogue in the country. This report discusses the following points: recent trends in the population health situation; policy guidelines since 2008; proposals: medium and long-term policy focal areas; health care system; and public health policies.

    Inhalt: The importance of macroeconomic stability for growth, and poverty reduction is now accepted in Brazil. As of 1964, the country followed responsible macroeconomic policies, in the pursuit of stability, reconfirmed by the new Government in January 2003. The report focuses strictly on three key macroeconomic issues, critical to assure stability, avoid crises, and hence allow poverty reduction on a sustainable basis. Though much has been achieved, stability, and higher growth in Brazil now depend on reforms along three main axes: Structural fiscal reforms, to allow flexible public spending towards a higher primary surplus; moving towards a different public debt composition; and, ensuring an external adjustment, sustainable and in tandem with higher growth. The report argues for reducing volatility, and uncertainty to achieve sustainable growth, and poverty reduction, and, based on its analysis, it further argues for a debt management strategy that includes gradual lengthening of maturity, and duration of debt; indexing more debt to prices, and reducing indexation to policy interest rates, or the exchange rate; issuing fixed-coupon instruments; and, making judicious use of alternative financial instruments, in addition to coordinating monetary policy, and public debt management, so that reserve requirements may be lowered, leading to more efficient cash markets.

    Inhalt: The study includes a conceptual overview of the link between climate impacts and human rights, focused on the relevant legal obligations underpinning the international law frameworks governing both human rights and climate change. As such it makes a significant contribution to the global debate on climate change and human rights by offering a comprehensive analysis of the international legal dimensions of this intersection. The study helps advance an understanding of what is meant, in legal and policy terms, by the human rights impacts of climate change through examples of specific substantive rights. It gives a legal and theoretic perspective on the connection between human rights and climate change along three dimensions: first, human rights may affect the enjoyment of human rights. Second, measures to address human rights may impact the realization of rights and third, that human rights have potential relevance to policy and operational responses to climate change, and may promote resilience to climate change, including in developing countries in a way that may help sustainable development. This study effectively consolidates knowledge from the fields of international human rights law, international law governing climate change and international environmental law, building on the existing work of the United Nation (UN) office of the high commissioner on human rights, the UN human rights council and the international council on human rights policy. Although it maintains a legal focus, the study has benefited from the input of a host of international experts from other disciplines as well.

    Inhalt: Good jobs bring gains for women themselves, as well as for their families, businesses, and communities. They boost self-esteem and pull households out of poverty. Yet gender disparities persist in the world of work. Closing these gaps, while working to expand job growth more broadly, is a prerequisite for ending extreme poverty and boosting shared prosperity. Gender equality in the world of work is a win-win on many fronts. There is a large and growing body of evidence that demonstrates both the business and the development case. A Goldman Sachs study found that narrowing the gender gap in employment could push income per capita in emerging markets up to 14 percent higher by 2020. Almost half of women's productive potential globally is unutilized, compared to 22 percent of men. Yet across 42 countries, 35 percent of employers report difficulty filling key jobs. Following the World Development Report (WDR) 2013, 'jobs' are broadly defined to include various forms of wage and non-wage work, formal and informal.

    Inhalt: The North Eastern Region (NER) in India is endowed with rich energy resources but faces significant bottlenecks in electricity access and availability levels. The per capita power consumption in NER is one-third of the national average. The region has a shortfall of about 500MW installed capacity against peak demand of about 1950 MW. No significant generation capacity has been added in the recent past. Therefore, inadequate power supply continues a critical constraint to sustainable growth and economic development in the NER. Some states are generally not able to draw even their allocated share of power from the Central Generating Stations (CGS) through the grid due to poor/inadequate intra/interstate transmission and distribution network and no capacity addition towards transmission/distribution power system not done due to fund constraints. The transmission and distribution (T&D) losses are also quite high (up to 50%) across most of the States as a large number of remote hilly areas are connected through long low tension lines, resulting in low voltages and poor quality of power at consumer end. While generation capacity addition of about 4000 MW program over present installed capacity is already underway, adequate transmission and distribution infrastructure to transmit and distribute this power to consumers within the North-Eastern States is the need of the day.

    Inhalt: An efficient and affordable access to jobs, education and services is considered a fundamental element for development. However, the mobility conditions in the cities have deteriorated because of the increasing motorization and urbanization. The number of new cars that enter the cities every year outpaces the construction of new roads, aggravating the existing congestion issues. Therefore, the urban models that revolve around highways and private vehicles are frequently questioned. These models ignore the individual and humane factors as the primary structure of the city. Nowadays, the public transport systems and the non-motorized modes are considered to be the pillars of mobility, connectivity and accessibility. The National Urban Transport Program (NUTP) in Colombia is focused in developing public transport systems as the central element of urban mobility. A mass transport that is fast, comfortable, clean and safe will increase urban productivity and improve the quality of life. Based on this hypothesis, and through the NUTP, the Central Government provides financial and technical support to cities of 600,000 or more inhabitants in order to implement brand new mass transport systems. The program is supported on a solid base formed by the Central Government, the Municipalities and the private sector. Transport on a human scale shows a different dimension of the impacts of a program such as the NUTP. This impact is illustrated from the perspective of testimonials. The book shows, on each of the 'stations', different elements that illustrate the creation of more humane and inclusive cities. Moreover, it portrays the experiences and thoughts of leaders, experts and users through a wide array of graphics and texts.
