Inhalt: The third Environmental Performance Review of Kazakhstan examines progress made by the country in the management of its environment since 2012. It covers legal and policy frameworks, greening the economy, environmental monitoring, and public participation and education for sustainable development. The EPR addresses issues of specific importance to the country related to air protection, biodiversity and protected areas, as well as water, waste and chemicals management, industry, agriculture, energy and health. It also examines the efforts of Kazakhstan to integrate environmental considerations into its policies in the transport, energy and industry sectors. The review further provides a substantive and policy analysis of the country’s climate change adaptation and mitigation measures and its participation in international mechanisms. The publication is aimed at officials and experts working for public authorities responsible for environmental policy, representatives of civil society, the business community, academia and the media. The Environmental Performance Review (EPR) Programme is an important instrument for countries with economies in transition. Third-cycle EPRs focus on environmental governance and financing in a green economy context, countries’ cooperation with the international community and environmental mainstreaming in priority sectors. Through the peer review process, EPRs also promote dialogue among ECE member countries and harmonization of environmental conditions and policies throughout the region

Inhalt: The role of micro-, small and medium enterprises (MSME) in delivering energy-efficient products and in providing renewable energy equipment can become crucial in the post-COVID-19 recovery phase if they are provided with necessary incentives. This can be one of the ways to restart MSME or even create new ones when job opportunities are scarce. The study includes an analysis of the environment that MSMEs face as a result of COVID-19; best practices in the area of energy efficiency and renewable energy that show how MSME may respond; measures that MSME can undertake in delivering energy-efficient products; and recommendations on creating an environment for MSME to facilitate an economic recovery in line with the Sustainable Development Goals

Inhalt: The public sector plays a very significant role in modern economies. As in the business sector, innovation can be a major source of productivity growth, cost savings and improvements in service quality in the public sector, benefits which then also positively affect businesses and citizens who rely on an efficient and effective public sector. The ability of the public sector to innovate is therefore increasingly seen as a critical element of economy-wide innovation performance. This publication covers a wide range of issues related to the promotion of innovation in the public sectors as well as policy lessons learned in this area drawing on the experiences of different countries

    ISBN: 9789210052931
Inhalt: This publication reviews the situation, trends, challenges and main interactions for the five natural resources of the Nexus – water, energy, food, land and materials – from the perspective of the United Nations Economic Commission for Europe (ECE) Region. Increasing demand, changing climates and technologies, growing populations and social inequalities, urbanization, globalization and other megatrends are putting pressure on natural resources in the ECE region and elsewhere. There are many complex policy issues and difficult choices to be made, necessitating a comprehensive nexus approach that can address the interactions and trade-offs involved. This is recognized at the international level where, amongst other things, the integrative character of the 2030 Agenda for Sustainable Development calls for an assessment of the linkages and complementarities but also of the possible conflicts that exist between different Sustainable Development Goals (SDGs) and targets. The Natural Resource Nexus emphasizes the need to view water, energy, food, land, and materials as complex and inter-related entities rather than as separate ones. This approach ensures more integrated and sustainable perspectives of natural resource management and use, beyond the traditional sectoral silos, that can be applied at all scales. It further provides an opportunity to identify and prioritize cross-sectoral and integrative solutions. Statistics, transport and trade, three interlinkages which are very relevant to the Nexus, are also considered here

Inhalt: This report assesses the progress of the implementation of trade facilitation measures and thus helps identify policy, legal, procedural, regulatory, and technical gaps that affect the implementation of trade facilitation measures. Accelerating the pace of trade facilitation implementation can enable UNECE countries to harness the potential of trade as an engine for sustainable development, including in economic, social, and environmental dimensions. It is particularly relevant for the participation of developing countries in global value chains, trade in manufactured goods, and regional integration

Inhalt: The objective of this recommendation is to establish a mechanism that enables governments, industry partners, consumers, and all other relevant stakeholders to make risk-informed decisions, overcome information asymmetry, communicate, and achieve accountability for sustainability claims (including those for regulatory compliance) and anchor business models to responsible business conduct. It does so by providing industry actors with a set of internationally agreed practices for the harmonized collection and transmission of data for tracking and tracing materials, products, and processes across an entire value chain, including all involved facilities and intermediaries, and includes related information about the sustainability performance of these value chain participants. While specifically developed for the garment and footwear industry, such internationally agreed practices for advancing traceability and transparency have applications in cross-industry value chains, thus contributing to the achievement of several goals of the United Nations 2030 Agenda, and particularly Sustainable Development Goal (SDG) 12 on responsible consumption and production

Inhalt: The GHS addresses classification of chemicals by types of hazard and proposes harmonized hazard communication elements, including labels and safety data sheets. It aims at ensuring that information on physical hazards and toxicity from chemicals be available in order to enhance the protection of human health and the environment during the handling, transport and use of these chemicals. It also provides a basis for harmonization of rules and regulations on chemicals at national, regional and worldwide levels, an important factor also for trade facilitation

Inhalt: Domestic wood heating is a major source of emissions of particulate matter, including black carbon (BC), and organic pollutants, such as dioxins/furans, polycyclic aromatic hydrocarbons (PAHs) and benzo[a]pyrene (B(a)P), in the ECE region, resulting in poor local air quality conditions and significant negative effects on human health. The present document responds to the need to inform the general public of: available best practices for domestic wood heating in order to minimize emissions and increase efficiency, reducing expenditure due to decreased storage needs and the use of wood, while reducing the negative impact on the environment and human health; the best heating devices currently available on the market; the proper origin and characteristics of wood biomass and the need to burn dry, clean wood and thus to avoid use of composite, treated and/or contaminated wood
