Content: This article traces the work of CUNY-NYSIEB, an educational project to transform the education of emergent bilinguals in New York State. We present the purpose and vision of the project, and also the theoretical framework that shaped the project, translanguaging. We describe the structure of the project. Finally, we focus on two schools that participated in the project––one that had a transitional bilingual program, and another that had an English as a second language program. Basing ourselves on interviews conducted with the principals and assistant principals of the two schools, we identify the ideological shifts that they themselves had, as well as those of the teachers, as a result of participation in CUNY-NYSIEB. We also illustrate how these shifts in ideology then lead to changes in structures and curriculum, pedagogical practices, as well as the visibility and importance given to emergent bilinguals.
