Content: "In Building the Virtual State, Jane Fountain explains how government must evolve to become part of the Internet revolution. Fountain calls on government agencies to abandon outmoded bureaucratic tendencies in favor of a less centralized approach to providing services. This requires a change not only in the way government executives think, but also in the way they view their relationships with citizens. They must answer questions regarding costs and maintenance of Internet portals, and at the same time assure citizens that their privacy will be protected." "The creation of this "virtual state," Fountain argues, will not be easy, exposing much of the structural obsolescence of our current bureaucracy. However, if our government is to serve its central purpose - to work for its citizens and provide them with the opportunity to excel - it must embrace this change. It must negotiate the solutions to the internal questions of management, as well as external questions of protection of privacy and capability of use by all citizens. The outcome of this struggle will likely determine the extent to which the American government will be recast in the Information Age and whether its citizens will emerge as winners or losers."--BOOK JACKET.

Series Statement: Public management and change series
Content: Collaboration among public agencies, across different governmental levels, and/or with the private and civic sectors and the public is increasingly called on to handle the complex, multi-jurisdictional challenges we face in the 21st century. Experiments in collaborative public management, multi-partner governance, joined-up or network government, hybrid sectoral arrangements, co-management regimes, participatory governance, and civic engagement have evolved, and in some cases, transformed the way the public's business is getting done. The growth of these innovative collaborative governance systems has outpaced scholarship. While the academic literature has spawned numerous case studies and context- or policy-specific models for collaboration, there have been few efforts to integrate extant knowledge into a framework that is broadly applicable for both research and practice and across sectors, settings, and scales. This book seeks to fill that gap

Content: It is an unfortunate but unavoidable feature of even well-ordered democratic societies that governmental administrative agencies often create legitimate expectations (procedural or substantive) on the part of non-governmental agents (individual citizens, groups, businesses, organizations, institutions, and instrumentalities) but find themselves unable to fulfil those expectations for reasons of justice, the public interest, severe financial constraints, and sometimes harsh political realities. How governmental administrative agencies, operating on behalf of society, handle the creation and frustration of legitimate expectations implicates a whole host of values that we have reason to care about, including under non-ideal conditions-not least justice, fairness, autonomy, the rule of law, responsible uses of power, credible commitments, reliance interests, security of expectations, stability, democracy, parliamentary supremacy, and legitimate authority. This book develops a new theory of legitimate expectations for public administration drawing on normative arguments from political and legal theory. Brown begins by offering a new account of the legitimacy of legitimate expectations. He argues that it is the very responsibility of governmental administrative agencies for creating expectations that ought to ground legitimacy, as opposed to the justice or the legitimate authority of those agencies and expectations. He also clarifies some of the main ways in which agencies can be responsible for creating expectations. Moreover, he argues that governmental administrative agencies should be held liable for losses they directly cause by creating and then frustrating legitimate expectations on the part of non-governmental agents and, if liable, have an obligation to make adequate compensation payments in respect of those losses. --

Content: "Democracy means rule by the people. In a democracy, administration must be constructed in such a way that it serves the people through their elected representatives. The connection between the public and any given administrative action may be quite distant, but it must be in place. Accountability of public management to the popular will may be weak or attenuated, but the arrangements might be justified on other grounds. In any event, the problem of connecting the public with administration must be confronted. It is quite possible that some members of the polity, fully believing in the democratic process, disagree with an administered decision that is without democratic defect. In other words, even with democratic accountability, what government produces may not be the policy that you want"--
Content: "In The Political Economy of Public Sector Governance, Anthony Michael Bertelli introduces core ideas in positive political theory as they apply to public management and policy. Though recent literature that mathematically models relationships between politicians and public managers provides insight into contemporary public administration, the technical way these works present information limits their appeal. This book helps readers understand public-sector governance arrangements and the implications these arrangements have for public management practice and policy outcomes by presenting information in a non-technical way"--

Content: "What, fundamentally, is public management? This question is rarely answered clearly and confidently, whether by students of public management or academics in the field. This book answers this question, as its readers come to know why and how public management is a design-oriented professional discipline. The argument of the book is grounded in Herbert Simon's ideas about design-oriented professional disciplines. However, Michael Barzelay's argument runs counter to the idea that public management is a design science. It envisions the discipline as a professional practice that requires the thoughtful and skilful use of purposive theories of public organizations, along with reverse-engineered design-precedents, in problem-solving for public programs and organizations. How professional knowledge about public management is to be expanded through research and analytical synthesis is therefore a major thrust of the book's overall argument. Michael Barzelay develops these arguments in a unique way, including guiding the reader through a fictional "Public Management Gallery" featuring key contributions to purposive theorizing about public management as a professional practice. The book is an essential resource for those wishing to strengthen the professional practice of public management - and the discipline - through education and research immediately and for years to come"--
Content: While public management has become widely spoken of, its identity and character is not well-defined. Such disparity is an underlying problem in developing public management within academia, and in the eyes of practitioners. In this book, Michael Barzelay tackles the challenge of making public management into a true professional discipline. Barzelay argues that public management needs to integrate contrasting conceptions of professional practice. By pressing forward an expansive idea of design in public management, Barzelay formulates a fresh vision of public management in practice and outlines

Content: "Analysts and policymakers often decry the failure of institutions to accomplish their stated purpose. Bringing together leading scholars of Latin American politics, this volume helps us understand why. The volume offers a conceptual and theoretical framework for studying weak institutions. It introduces different dimensions of institutional weakness and explores the origins and consequences of that weakness. Drawing on recent research on constitutional and electoral reform, executive-legislative relations, property rights, environmental and labor regulation, indigenous rights, squatters and street vendors, and anti-domestic violence laws in Latin America, the volume's chapters show us that politicians often design institutions that they cannot or do not want to enforce or comply with. Challenging existing theories of institutional design, the volume helps us understand the logic that drives the creation of weak institutions, as well as the conditions under which they may be transformed into institutions that matter."--

Content: "This book asks why some governments improve public services more effectively than others. Through the investigation of a new era of administrative reform, in which digital technologies may be used to facilitate citizens' access to the state, Jennifer Bussell's analysis provides unanticipated insights into this fundamental question. In contrast to factors such as economic development or electoral competition, this study highlights the importance of access to rents, which can dramatically shape the opportunities and threats of reform to political elites. Drawing on a sub-national analysis of twenty Indian states, a field experiment, statistical modeling, case studies, interviews of citizens, bureaucrats and politicians, and comparative data from South Africa and Brazil, Bussell shows that the extent to which politicians rely on income from petty and grand corruption is closely linked to variation in the timing, management and comprehensiveness of reforms"--
