A number of essays in this volume show how the foreign policies of the United States and Germany have directly or inadvertently contributed to the influx from the former Yugoslavia, Mexico, the Caribbean, and the former Soviet Union. Now faced with growing resistance to admitting foreigners into their countries, both governments have once again been using foreign-policy instruments in an effort to change the conditions in the refugees' countries of origin that forced them to leave.     Inhalt: Susan Cozzens, Dhanaraj Thakur, and the other co-authors ask how the benefits and costs of emerging technologies are distributed amongst different countries - some rich and some poor. Examining the case studies of five technologies across eight countries in Africa, Europe and the Americas, the book finds that the distributional dynamics around a given technology are influenced by the way entrepreneurs and others package the technology, how governments promote it and the existing local skills and capacity to use it. These factors create social and economic boundaries where the technology stops diffusing between and within countries. The book presents a series of recommendations for policy-makers and private sector actors to move emerging technologies beyond these boundaries and improve their distributional outcomes.

    Inhalt: Suburban sprawl, advertising clutter, vast industrial plantations of spindly pines punctuated by stone-lined gutters in place of streams - this was the thoroughly modern landscape of Germany by the turn of the century. Most people ignored the devastating changes in their environment, or quickly rationalized them away as the price that had to be paid for "progress." But in 1904, three-quarters of a century before Greenpeace, one group arose that did not compromise on conservation: the movement for "homeland-protection," or Heimatschutz. Aesthetic or "romantic" ideas about the environment have often expressed valuable critiques of our all-too-utilitarian modern lifestyles. In the English-speaking world John Ruskin and William Morris are well known for this kind of ecological antimodernism; a very similar aesthetic concern for landscape energized the Heimatschutz movement. Drawing on a wide range of archival and printed sources, many made accessible here for the first time, William H. Rollins shows that this was a broad-based middle-class reform movement that combined social egalitarianism with protection for the entire working landscape.
