    Content: In the face of an outpouring of research on Holocaust history, Holocaust Angst takes an innovative approach. It explores how Germans perceived and reacted to how Americans publicly commemorated the Holocaust. It argues that a network of mostly conservative West German officials and their associates in private organizations and foundations, with Chancellor Kohl located at its center, perceived themselves as the "victims" of the afterlife of the Holocaust in America. They were concerned that public manifestations of Holocaust memory, such as museums, monuments, and movies, could severely damage the Federal Republic's reputation and even cause Americans to question the Federal Republic's status as an ally. From their perspective, American Holocaust memorial culture constituted a stumbling block for (West) German-American relations since the late 1970s. Providing the first comprehensive, archival study of German efforts to cope with the Nazi past vis-a-vis the United States up to the 1990s, this book uncovers the fears of German officials - some of whom were former Nazis or World War II veterans - about the impact of Holocaust memory on the reputation of the Federal Republic and reveals their at times negative perceptions of American Jews. Focusing on a variety of fields of interaction, ranging from the diplomatic to the scholarly and public spheres, the book unearths the complicated and often contradictory process of managing the legacies of genocide on an international stage. West German decision makers realized that American Holocaust memory was not an "anti-German plot" by American Jews and acknowledged that they could not significantly change American Holocaust discourse. In the end, German confrontation with American Holocaust memory contributed to a more open engagement on the part of the West German government with this memory and eventually rendered it a "positive resource" for German self-representation abroad.     Content: "In May of 1945, German forces surrendered to the Allied powers, effectively putting an end to World War II in Europe. But the aftershocks of this global military conflict did not cease with the signing of truces and peace treaties. Millions of lost and homeless POWs, slave laborers, political prisoners, and concentration camp survivors overwhelmed Germany, a country in complete disarray. British and American soldiers gathered the malnourished and desperate foreigners, and attempted to repatriate them to Poland, Estonia, Latvia, Lithuania, Ukraine, and the USSR. But after exhaustive efforts, there remained over a million displaced persons who either refused to go home or, in the case of many, had no home to which to return. They would spend the next three to five years in displaced persons camps, divided by nationalities, temporary homelands in exile, with their own police forces, churches, schools, newspapers, and medical facilities.
    Content: The international community couldn't agree on the fate of the Last Million, and after a year of fruitless debate and inaction, an International Refugee Organization was created to resettle them in lands suffering from labor shortages. But no nations were willing to accept the 200,000 to 250,000 Jewish men, women, and children who remained trapped in Germany. In 1948, the United States, among the last countries to accept anyone for resettlement, finally passed a Displaced Persons Bill - but as Cold War fears supplanted memories of WWII atrocities, the bill only granted visas to those who were reliably anti-communist, including thousands of former Nazi collaborators, Waffen-SS members, and war criminals, while barring the Jews who were suspected of being Communist sympathizers or agents because they had been recent residents of Soviet-dominated Poland.

    Content: "The process of democratization that unfolded in European countries during the nineteenth century involved multiple dilemmas of institutional design. The first question concerned the scope of political suffrage. The transition from restrictive to extended suffrage took place either through the adoption of piece-meal changes in the scope of the franchise or through dramatic extensions that enfranchised nearly all citizens. Reforms enacted in Britain exemplify the first approach. There, the expansion of suffrage proceeded gradually. The first Franchise Act, enacted in 1832, extended the scope of suffrage from five to seven percent of the population. The second Franchise Act of 1867 extended the scope of suffrage to sixteen percent of the population (Cook 2005: 68). By contrast, both France and Germany adopted electoral reforms that expanded the share of the enfranchised population suddenly and dramatically. In Germany, the electoral law adopted in 1870 introduced universal suffrage for men.Similarly, France adopted universal male suffrage in 1799. While France reverted to censitary voting during the Restoration, it restored full universal suffrage for all male voters in 1848"--
