Content: As the United Nations passes its fiftieth anniversary, it has undergone a sea change in its approach toward peacekeeping. Originally a stopgap measure to preserve a cease-fire, peacekeeping since the waning of the Cold War has become a means to implement agreed political solutions to conflicts between antagonists. Placed inside war-torn states, UN peacekeepers have encountered new challenges as they oversee elections, protect human rights, and reconstruct governmental institutions. In this study, Steven R. Ratner offers a comprehensive framework for scholars, policymakers, and all those seeking to understand this new peacekeeping. He sees the UN as an administrator, mediator, and guarantor of political settlements - roles that can conflict when peace accords unravel, as is all too common. He describes the numerous actors, inside and outside the UN, who are engaged in this process, often with competing interests. And in a historical review, beginning with the League of Nations, he reveals many striking precedents long before the 1990s. In the central case study, Ratner applies his thesis to the most ambitious UN operation completed, the Cambodia mission of 1991-93. After reconstructing the process leading to the massive UN role, he reviews and appraises its performance, offering a sophisticated critique demonstrating the dangers of quick "success" or "failure" verdicts. With the experiences of those operations in mind, he concludes with a set of compelling recommendations for the UN's members.

Content: A unique examination of one of the world's most acute humanitarian crises: the plight of over 23 milion IDPs who are refugees within their own countries, forced to leave their homes because of military conflict, ethnic persecution, or other human rights violations. While high profile cases may be momentarily in the media's eye the vast majority of IDPs continue to survive, often in appalling conditions, with little security or legal protection from national or supra-national bodies. This independent survey collates the most comprehensive & up to date information available, presenting facts, figures & trends for over 50 countries on 5 continents. Issues such as the rights of IDPs & the responsibilities of the international community towards them are analysed & discussed.

Content: These stimulating essays, written by some of the field's finest historian and political scientists, invite discussion and reflection on matters of theory and practice in view of the USSR's demise. How did we study the Soviet Union before, and in what ways must we adjust our approaches and habits to take account of new opportunities and pitfalls? How do current developments in the USSR's successor states alter or deepen our understanding of the Soviet experience? These questions are explored here and thorough examinations of specific problems that arose during the contributors' recent research and writing as well as the emergence and evolution of the field of Soviet studies and in the development of the Soviet social and political institutions themselves. Readers will be challenged to take stock of their own preconceptions about and approaches to studying this complex and rapidly changing region.

Content: Global Convulsions affords the reader an array of observations, data, and insights pertaining to both local and global events around the issues of race, ethnicity and nationalism at the end of the twentieth century. It scrutinizes closely the phenomenon of race in both historical and scientific contexts, and calls out a range of sociohistorical forces that have engendered ethnicity and nationalism. Through case studies, the contributors bring into sharp focus an array of ethnic cleavages, the difficulty of the struggle for national rights where language and religion draw a hard ethnic divide, and the actual corrosiveness of ethnicity and nationalism on the state
Content: The enduring value of Global Convulsions lies in its global reach and the patterns that it calls out. It makes plain that the state is no salvation in relation to national chauvinism, ethnic exclusivism, and/or racial paranoia. Indeed, the state, if not the cause, is often a consummative force perpetuating these phenomena. Still, according to the contributors to this volume, the state has much potential to transcend the divides of race, ethnicity, and nationalism. And so, in Global Convulsions does one discern the possibility of "us/them" becoming "us together.
