Roma aus der Großregion Ost- und Südosteuropa sind zuletzt in den neunziger Jahren als "Elendsflüchtlinge" ins Bewusstsein der mittel- und westeuropäischen Gesellschaften gerückt. Welche Merkmale aber bestimmen die Lebensrealität von Roma in ihren postsozialistischen Heimatstaaten? Wie haben sich die tief greifenden Umbrüche nach 1989 ausgewirkt? Können neue Rechte und Freiheiten durch Roma zur Selbstorganisation und zur Veränderung des status quo genutzt werden? Diesen Fragen geht die Arbeit am Beispiel Rumäniens nach, wobei die unterprivilegierten Segmente der dortigen Roma-Bevölkerung im Mittelpunkt der Betrachtung stehen. Auf der Grundlage theoretischer Vorüberlegungen zum Ethnizitätskonzept, zum Randgruppenbegriff und zur Bedeutung und Funktion von Stereotyp und Vorurteil werden zunächst spezifische historische Erfahrungen von Roma in Rumänien bis zum Ende des Sozialismus beleuchtet.     Content: The USSR's dissolution resulted in the creation of not only fifteen recognized states but also of four non-recognized statelets: Nagorno-Karabakh, South Ossetia, Abkhazia, and Transnistria. Their polities comprise networks with state-like elements. Since the early 1990s, the four pseudo-states have been continously dependent on their sponsor countries (Russia, Armenia), and contesting the territorial integrity of their parental nation-states Azerbaijan, Georgia, and Moldova. In 2014, the outburst of Russia-backed separatism in Eastern Ukraine led to the creation of two more para-states, the Donetsk People's Republic (DNR) and the Luhansk People's Republic (LNR), whose leaders used the experience of older de facto states. In 2020, this growing network of de facto states counted an overall population of more than 4 million people.     Content: One quarter of all Holocaust victims lived on the territory that now forms Ukraine, yet the Holocaust there has not received due attention. This book delineates the participation of the Organization of Ukrainian Nationalists (OUN) and its armed force, the Ukrainian Insurgent Army (Ukrainska povstanska armiia-UPA), in the destruction of the Jewish population of Ukraine under German occupation in 1941-44. The extent of OUN and UPA's culpability in the Holocaust has been a controversial issue in Ukraine and within the Ukrainian diaspora as well as in Jewish communities and Israel. Occasionally, the controversy has broken into the press of North America, the EU, and Israel. Triangulating sources from Jewish survivors, Soviet investigations, German documentation, documents produced by OUN itself, and memoirs of OUN activists, it has been possible to establish that: OUN militias were key actors in the anti-Jewish violence of summer 1941; OUN recruited for and infiltrated police formations that provided indispensable manpower for the Germans' mobile killing units; and in 1943, thousands of these policemen deserted from German service to join the OUN-led nationalist insurgency, during which UPA killed Jews who had managed to survive the major liquidations of 1942

Corruption is pursued for different purposes including cooperation with strategic partners and exclusion of opponents. Presidents use anti-corruption policies to legitimize and institutionalize political domination. Corrupt practices and anti-corruption policies become two sides of the same coin and are exercised to maintain an uneven political playing field. This study combines empirical analysis and social constructivism for an investigation into the presidencies of Leonid Kuchma (1994-2005), Viktor Yushchenko (2005-2010), and Viktor Yanukovych (2010-2014). Explorative expert interviews, press surveys, content analysis of presidential speeches, as well as critical assessment of anti-corruption legislation are used for comparison and process tracing of the utilization of corruption under three Ukrainian presidents
