    Content: The very concept of human rights implies governmental accountability. To ensure that governments are indeed held accountable for their treatment of citizens and others the United Nations has established a wide range of mechanisms to monitor compliance, and to seek to prevent as well as respond to violations. The panoply of implementation measures that the UN has taken since 1945 has resulted in a diverse and complex set of institutional arrangements, the effectiveness of which varies widely. Indeed, there is much doubt as to the effectiveness of much of the UN's human rights efforts but also about what direction it should take. Inevitable instances of politicization and the hostile, or at best ambivalent, attitude of most governments, has at times endangered the fragile progress made on the more technical fronts. At the same time, technical efforts cannot dispense with the complex politics of actualizing the promise of human rights at and through the UN. In addition to significant actual and potential problems of duplication, overlapping and inconsistent approaches, there are major problems of under-funding and insufficient expertise. The complexity of these arrangements and the difficulty in evaluating their impact makes a comprehensive guide of the type provided here all the more indispensable. These essays critically examine the functions, procedures, and performance of each of the major UN organs dealing with human rights, including the Security Council and the International Court of Justice as well as the more specialized bodies monitoring the implementation of human rights treaties. Significant attention is devoted to the considerable efforts at reforming the UN's human rights machinery, as illustrated most notably by the creation of the Human Rights Council to replace the Commission on Human Rights. The book also looks at the relationship between the various bodies and the potential for major reforms and restructuring.

    Content: Ennio Morricone graduated in trumpet and composition from the Conservatorio di Santa Cecilia in Rome. Throughout his career, he mastered a wide range of musical expressions, first as an orchestrator and conductor in the recording industry, then as a composer for theater, radio, television, and cinema. He has composed over four hundred and fifty film scores and over a hundred absolute music works. He received an Academy Honorary Award in 2007 and won an Academy Award for Best Original Score in 2016, for The Hateful Eight by Quentin Tarantino. - Alessandro De Rosa undertook his study of music composition following Ennio Morricone's advice. He studied with Boris Porena in Rome and then graduated from the Royal Conservatoire in The Hague, Netherlands. As a composer and arranger, he collaborated with Jon Anderson of the band Yes. He currently works as a freelance musician and collaborates with the RAI (Radiotelevisione Italiana) and the RSI (Radiotelevisione Svizzera di lingua italiana).

    Content: I have chosen a subject that concerns our two states - Israel and Germany - and that time and again poses a challenge to our courts: the respect of human rights in times of terrorism. In Israel as in Germany there exists a firm consensus on the need to fight terror. In both states there is much controversy regarding the best way to conduct this fight. The question is raised whether collective security is the enemy of individual freedom. As Aharon Barak rightly stated: "Fighting against terrorism in an effective manner entails finding the right balance between security and public interests, on one hand, and the need to safeguard human rights and basic freedoms, on the other."This dilemma is well known to the Israeli legal system. Since its foundation, the state of Israel has been the target of threats to its existence and of terrible terrorist activities. Therefore the Israeli experience - not only in the legal-judicial field - is important for those, who are involved in the fight against terrorism. I have to thank my former colleague Aharon Barak, who informed me regularly, and with regard to my speech today, of the decisions of the Supreme Court concerning torture, the separation fence and other questions in this context.
