Der leitende Ministerialrat Fink, Beamter aus Leidenschaft, soll "umgesetzt" werden. Der normale Vorgang gerät zum Eklat, als der Staatsrat einen Parteifreund mit Stellenanhebung auf die Stelle hieven will. Fink wehrt sich; der "Krieg" beginnt und dauert 6 Jahre, als der Staatssekretär Beschwerden der Kirchen gegen Fink erfindet. Publikationen, Pamphlete, Streitschriften, Prozeßunterlagen füllen über 80 Ordner, vergiften Finks Leben und das seiner Familie. Im monomanisch und besessen geführten Kampf wechseln die Streittruppen, erlahmen, nie Fink. Selbst Walsers ironisch funkelnde Sprache und seine Aperçus, zitatreif alle, kommen gegen aufkommende Ermüdung nicht an. Auch die Schlußszene, in der Fink gegen sich oder den Beamten in sich siegt, rettet den Roman insgesamt nicht mehr. Dennoch werden Leser und Bibliotheken nicht auf den neuen Walser verzichten wollen.
