    Content: "By examining how NGOs operate in Southern India in the early 2000's, this book discusses the challenges faced by small, local NGOs in the uncertain times of changing aid dynamics. The key findings focus on what empowerment means for Indian women, and how NGO accountability to these groups is an important part of the empowerment being realised. The notion of community empowerment, in which the 'solidarity' of a group can be a path to individual empowerment, is discussed, as well as analysing how empowerment can be a useful concept in development. Based on case studies of 15 NGOs as well as in-depth interviews with 80 women's self-help groups, the book highlights the key features of effective empowerment programs. The author uses innovative statistical analysis tools to show how a key factor in empowerment of marginalised women is the accountability relationship between themselves and the supporting NGO. The book goes on to discuss the ways that NGOs can work with communities in the future, and recognises the limitations of a donor-centric accountability framework. When confronted with the threat of violence, how do individuals decide whether to stay in their homes or flee? For those who stay, what factors determine whether individuals cooperate or contend with insurgent governance? Since the U.S.-led invasion in March 2003 up to the formation of the Islamic State, Iraqis from different walks of life have confronted existential decisions about how to survive political violence. Despite facing similar threats and limited resources, some people fled their homes while others remained. Among those who stayed, most hid, others resisted, some remained nonaligned, and a select few collaborated. In this book, Austin J. Knuppe draws on fieldwork in Baghdad and Iraqi Kurdistan, along with UN migration data, to illustrate how individuals drew upon a combination of routines, tools, and rhetorical strategies to navigate violent situations. Knuppe finds that Iraqis belonging to communities with limited cohesion and capacity survived by fleeing to safer areas under the protection of rival security providers. Featuring leading scholars of American political development, the book traces the evolution of each issue over the course of three epochs: the New Deal, the Great Society era, and the Reagan era. Throughout, it emphasizes the ironic role of conservatism in the expansion of the American state. As conservatives increased their presence in the federal apparatus, they were frequently co-opted into maintaining or even expanding regulatory and public fiscal power. At times, conservatives also came to accept the existence of the liberal state, but attempted to use it to achieve conservative policy ends.
