Content: Confrontations between the powerless and the powerful are laden with deception - the powerless feign deference and the powerful subtly assert their mastery. Peasants, serfs, untouchables, slaves, labourers, and prisoners are not free to speak their minds in the presence of power. These subordinate groups instead create a secret discourse that represents a critique of power spoken behind the backs of the dominant. At the same time, the powerful also develop a private dialogue about practices and goals of their rule that cannot be openly avowed. In this book, the author, a social scientist, offers a discussion both of the public roles played by the powerful and powerless and the mocking, vengeful tone they display off stage - what he terms their public and hidden transcripts. Using examples from the literature, history, and politics of cultures around the world, the author examines the many guises this interaction has taken throughout history and the tensions and contradictions it reflects. The author describes the ideological resistance of subordinate groups - their gossip, folktales, songs, jokes, and theater - their use of anonymity and ambiguity. He also analyzes how ruling elites attempt to convey an impression of hegemony through such devices as parades, state ceremony, and rituals of subordination and apology. Finally he identifies - with quotations that range from the recollections of American slaves to those of Russian citizens during the beginnings of Gorbachev's glasnost campaign - the political electricity generated among oppressed groups when, for the first time, the hidden transcript is spoken directly and publicly in the face of power.

Content: "Gerald Curtis has personally known most of the key players in Japanese politics for more than thirty years, and he draws on their candid comments to provide invaluable and graphic insights into the world of Japanese politics. By relating the behavior of Japanese political leaders to the institutions within which they must operate, Curbs makes sense out of what others have regarded as enigmatic or illogical." "Curtis rejects the notion that cultural distinctiveness and consensus are the defining elements of Japan's political decision making emphasizing instead the competition among and the profound influence of individuals operating within particular institutional contexts on the development of Japan's politics." "Scrutinizing and interpreting a complex and changing political system, this multi-layered chronicle reveals the dynamics of democracy at work - Japanese-style."--BOOK JACKET.

Content: "I have attempted to take the high ground," writes George F. Kennan in the foreword to this illuminating work, "trying to stick to the broader dimensions of things - the ones that would still be visible and significant in future decades." Against the background of a century of wars, revolution, and uneasy peace, Mr. Kennan advances his thoughts on a broad front: how the individual's quest for power can transform a government into a confusion of ambition, rivalry, and suspicion; how a nation's size can create barriers between the rulers and the ruled; why America must first set its own house in order before it can become a beacon to others. Deeply aware of the pressures under which public officials must act, Mr. Kennan sees a government in Washington that is forced to make decisions on issues of the moment, often without regard for long-term consequences. Neither the legislature, responsive to the interests of a narrow constituency, nor the executive branch, swamped by urgent problems at home and abroad, has the time or inclination to look far beyond the next election. Lost entirely is a vital element in any democracy: deliberation based upon study, review, and judgment. To address problems that defy quick political solutions, Mr. Kennan here boldly lays down a blueprint for a Council of State, a nonpolitical, permanent advisory board that would stand alongside yet apart from government policy makers, with the prestige to be heard "above the cacophony of political ambitions." Rich in historical example, this volume is a brilliant summing up of the experience and thought of the man the Atlantic described in a cover story entitled "The Last Wise Man" as: "diplomat, scholar, writer of rare literary gifts, one of most remarkable Americans of this century."

Content: The reckoning is an account of the forces--historical, religious, ethnic, and political--that produced Saddam Hussein's dictatorship. Iraq was forged after World War I from the Mesopotamian region of the collapsed Ottoman Empire, and its people have never had a national identity or a sense of a common purpose. Hussein, ruling by terror, pitted the various ethnic groups, religious interests, and tribes against one another, and in so doing achieved the destruction of Iraq's middle class and civilized society. After he goes, the country could be the site of conflict even more vicious than the Balkan wars.

Content: This concise, comparative history looks at politics in the nations collectively known as the Group of Seven - the United States, Canada, Britain, France, Germany, Japan, and Italy - from the end of the Second World War to the end of the Cold War. Emphasizing political eras and political orders, editor Byron E. Shafer and the contributing authors use an identical framework for each nation as they consider its political evolution and the structures that shaped it. No other book offers this comparative reach or this common framework, making Postwar Politics in the G-7 useful for both students and sophisticated observers of international politics
Content: Postwar Politics in the G-7 provides a condensed introduction to the politics of each of the seven nations, focusing on the main political events of the last fifty years and the factors that shaped the ways each country handled those events. By presenting these accounts in a precisely parallel fashion, this volume highlights similarities and differences among the nations. Concluding chapters reassemble these comparisons for all seven of the nations together. Among the most interesting findings are the rise of an activist politics, the continuing influential role of electoral systems, and the presence of divided governance nearly everywhere. Such a carefully constructed interpretation of postwar politics highlights potentially critical elements and provides comparative insights that are essential for understanding the Group of Seven nations

Series Statement: Munk series on global affairs
Content: "Each brief book in this highly curated series focuses on big ideas related to the Munk School of Global Affairs' key themes (including, for example, global innovation, global security, global justice, and the global economy). Munk Series titles highlight each author's unique voice, engaging curious readers with vivid narratives, insightful analysis, and lively prose. Books selected for the Munk Series are accessible and intellectually significant, meeting a rigorously high standard of scholarship. With more than 25 years since the collapse of communism, the end of the wars and billions of dollars in aid, the Balkans are still characterized by corruption, state capture, and decidedly unmodern states that are often either weak or authoritarian. Taking the contemporary Balkans as a starting point, Making and Remaking the Balkans studies the region's history combined with observations based on more than twenty years of field experience. Primarily concerned with current issues in the Balkans since 1989, this book explains why the region has endured such a prolonged and fraught transition to democracy and eventual membership in the European Union. The young and educated have largely left. Governmental crisis and economic stagnation is the norm and much-needed regional cooperation has been suppressed by renewed nationalism. Wars on corruption have proved to be largely rhetorical. Making and Remaking the Balkans offers a systematic study of the issues the entire region faces as it struggles to complete the European integration process at a time when the European Union faces bigger problems elsewhere."--
