Content: "The year 2018 will feature a number of key developments in shaping the digital single market. Whereas some issues are now in the final stages of the legislative process, other key topics are in their infancy and therefore, in line with the objective of the MÃơnster Colloquia on EU Law and the Digital Economy, require in-depth discussion as to how EU law should react to the challenges and needs of the digital economy. The 2018 MÃơnster colloquium will focus on an issue central to the digital single market: The "Liability for Robotics and in the Internet of Things". The European legislator faces the challenge to decide between adapting existing product liability rules or the creation of new concept of objective liability for autonomous systems. The 2018 MÃơnster colloquium will provide a forum for intense discussion of these questions between renowned experts on digital law, representatives from the EU institutions, and from industry."--

Content: Given the crises shattering the European Union since several years, from the financial crisis up to the refugee crisis and the vote on Brexit, Euro-scepticism and rejection are growing; a pending crisis of legitimacy compels us to analyse not only causes but also the potentials of enhancing legitimacy. This volume originates from contributions and discussions of two conferences held by the European Constitutional Law Network (ECLN). It reaches from foundational questions of democracy theory, an analysis of the causes of the crises and of the role of the judiciary in coping with the crisis, the protection of fundamental rights of the Union citizens and their better inclusion and participation through digitization, up to concrete reform proposals. A dialogical epilogue of Joseph Weiler with some of the authors strives to stimulate further discussion and reflection, as needed in the coming years if the EU is to overcome the crises and develop further as a democratic Union of citizens.--

Content: IURBAN: Intelligent Urban Energy Tool introduces an urban energy tool integrating different ICT energy management systems (both hardware and software) in two European cities, providing useful data to a novel decision support system that makes available the necessary parameters for the generation and further operation of associated business models. The business models contribute at a global level to efficiently manage and distribute the energy produced and consumed at a local level (city or neighbourhood), incorporating behavioural aspects of the users into the software platform and in general prosumers. iURBAN integrates a smart Decision Support System (smartDSS) that collects real-time or near real-time data, aggregates, analyses and suggest actions of energy consumption and production from different buildings, renewable energy production resources, combined heat and power plants, electric vehicles (EV) charge stations, storage systems, sensors and actuators. The consumption and production data is collected via a heterogeneous data communication protocols and networks. The iURBAN smartDSS through a Local Decision Support System allows the citizens to analyse the consumptions and productions that they are generating, receive information about CO2 savings, advises in demand response and the possibility to participate actively in the energy market. Whilst, through a Centralised Decision Support System allow to utilities, ESCOs, municipalities or other authorised third parties to: Get a continuous snapshot of city energy consumption and productionManage energy consumption and productionForecasting of energy consumptionPlanning of new energy "producers" for the future needs of the cityVisualise, analyse and take decisions of all the end points that are consuming or producing energy in a city level, permitting them to forecast and planning renewable power generation available in the city.

Content: This book is open access under a CC BY-NC 4.0 license. This volume discusses the prospects and evolution of informatics (or computer science), which has become the operating system of our world, and is today seen as the science of the information society. Its artifacts change the world and its methods have an impact on how we think about and perceive the world. Classical computer science is built on the notion of an "abstract" machine, which can be instantiated by software to any concrete problem-solving machine, changing its behavior in response to external and internal states, allowing for self-reflective and "intelligent" behavior. However, current phenomena such as the Web, cyber physical systems or the Internet of Things show us that we might already have gone beyond this idea, exemplifying a metamorphosis from a stand-alone calculator to the global operating system of our society. Thus computer scientists will need to reconsider the foundations of their discipline to realize the full potential of our field. Taking often contradictory developments into consideration, researchers will not be able to tackle specific technological or methodological problems in the future without also a broader reflection on their field. The papers in this book take a first step forward and reflect on these issues from different perspectives. The broad spectrum of topics includes Informatics: a discipline with a (short) history and a high impact Interdisciplinarity: how to do research Ethics: what is our responsibility Diversity: why are there so few women in informatics Combining informatics, history and art: a special contribution. This book is intended for all informatics researchers, in academia as well as in industry. It is our responsibility - not only as scientists but also as citizens - to make the public aware of the dichotomies and dialectic relationships of computer science.
