    Content: In this colorful depiction of daily political life in Baroque Rome, Laurie Nussdorfer argues that the lay persons managed to sustain a civic government under the increased papal absolutism of Urban VIII (1623-1644), who oversaw both sacred and secular life. Focusing on the S.P.Q.R. (the Senate and Roman People), which was administered from the Capitoline Hill, she shows that it provided political representation for lay members of the urban elite, carried out the work of local government, and served as a symbol of the Roman voice in public life. Through a detailed study of how civic authorities derived their sense of legitimacy and how lay subjects maneuvered in informal and disguised ways to block or criticize the papal regime, the author advances a new way of conceiving politics under an absolute ruler. As Nussdorfer analyzes the complex interactions between the lay administration and Urban VIII and his family, the papal administration, and Romans of the upper and lower classes, she also provides fresh insights into the actual practice of early modern government. She takes the plague threat of the early 1630s, the War of Castro (1641-1644), and the interregnum following the pope's death as important test cases of the state's power in times of crisis.

    Content: It is an unfortunate but unavoidable feature of even well-ordered democratic societies that governmental administrative agencies often create legitimate expectations (procedural or substantive) on the part of non-governmental agents (individual citizens, groups, businesses, organizations, institutions, and instrumentalities) but find themselves unable to fulfil those expectations for reasons of justice, the public interest, severe financial constraints, and sometimes harsh political realities. How governmental administrative agencies, operating on behalf of society, handle the creation and frustration of legitimate expectations implicates a whole host of values that we have reason to care about, including under non-ideal conditions-not least justice, fairness, autonomy, the rule of law, responsible uses of power, credible commitments, reliance interests, security of expectations, stability, democracy, parliamentary supremacy, and legitimate authority. This book develops a new theory of legitimate expectations for public administration drawing on normative arguments from political and legal theory. Brown begins by offering a new account of the legitimacy of legitimate expectations. He argues that it is the very responsibility of governmental administrative agencies for creating expectations that ought to ground legitimacy, as opposed to the justice or the legitimate authority of those agencies and expectations. He also clarifies some of the main ways in which agencies can be responsible for creating expectations. Moreover, he argues that governmental administrative agencies should be held liable for losses they directly cause by creating and then frustrating legitimate expectations on the part of non-governmental agents and, if liable, have an obligation to make adequate compensation payments in respect of those losses. --

By bringing together most specialists of this type of historic sources, it has enabled a complete presentation of the main series of documents from the Memphite area (papyri of Abusir and Sakkara), from Upper or Middle Egypt (Meir, Sharuna, Gebelein, Elephantine), or even from more remote places like the wadi el-Jarf harbour on the Red sea shores or Balat-Ayn Asil archives in the Dakhla oasis. Each contributor gives an overview of the available documentation and the most recent studies related to it. Numerous examples, some of them hitherto unpublished, are illustrated in this volume so as to better understand the way those lots are organized and to fully apprehend how the administration of this period was managed at the provincial as well as central level.
