    Content: Quality report cards addressing information asymmetry in the health care market have become a popular strategy used by policymakers to improve the quality of care for elderly. Using individual level data from the largest German sickness fund merged with institutional level data, we examine the relationship between nursing home quality, as measured by recently introduced report cards, nursing home prices, nursing home’s location and the individual choice of nursing homes. Report cards were stepwise introduced as of 2009 and we use a sample of 2010 that includes both homes that had been evaluated at that time and that had not yet been. Thus, we can distinguish between institutions with good and bad ratings as well as non-rated nursing homes. We find that the probability of choosing a nursing home decreases in distance and price. However, we find no significant effect of reported quality on individuals’ choice of nursing homes
    Content: Auf Basis der im Jahr 2009 in Deutschland eingeführten Pflegenoten, mithilfe derer eine Differenzierung in über- und unterdurchschnittlich gut bewertete Einrichtungen sowie Heime ohne Qualitätsinformationen vorgenommen werden kann, wird im vorliegenden Artikel die Rolle von Qualitätsinformationen bei der individuellen Wahl einer Pflegeeinrichtung analysiert. Ziel des Artikels ist es, die Frage zu beantworten, ob Individuen über- bzw. unterdurchschnittlich gut bewertete Heime gegenüber Einrichtungen ohne Qualitätsinformationen vorziehen bzw. vermeiden. Daneben wird die Rolle des Preises und der Distanz zum bisherigen Wohnort bei der Wahl der stationären Pflegeeinrichtung untersucht. Die Analyse basiert auf den Routinedaten Deutschlands größter Krankenkasse, der Techniker Krankenkasse, die mit weiteren administrativen Daten zu den betrachteten Einrichtungen verknüpft wurden. Die Ergebnisse der Untersuchung zeigen, dass sowohl mit steigender Distanz zum bisherigen Wohnort als auch mit steigenden Preisen die Wahrscheinlichkeit der Wahl eines Heimes sinkt. Hingegen wirken sich weder positive noch negative Qualitätssignale auf die Wahl des Pflegeheimes aus.

    Content: The 2008 financial market crisis, followed by the Great Recession and sovereign debt crises in several EU countries have triggered drastic reforms of old-age security systems. They were supposed to ensure the financial viability of public pension schemes in the short and long run and/or to realize notions of intergenerational fairness. Most urgently, however, was regaining room for fiscal manoeuvre and obtaining financial aid from supranational organizations (such as IMF or EU). These pension reforms differ from previous changes with regard to their scope and the political process. (1) They were large, thus causing a substantial and immediate impact on the living conditions of present and future retirees and, sometimes, changed the hitherto pursued policy direction. (2) The post-2008 reforms swiftly passed the legislative process and were implemented at short notice. Hence, they can be considered as "rapid policy changes". This paper analyses pension reforms in eight crisis-shaken EU countries: Greece, Hungary, Ireland, Italy, Latvia, Portugal, Romania, and Spain. It explores both reform contents and circumstances which led to the respective changes or facilitated them. As is shown, the challenges, which those countries were (or still are) confronted with, allowed or enforced alterations that would not have been feasible otherwise, or which would rather not have been initiated by the respective governments with regard to the political consequences. Moreover, cross-national comparison reveals similarities and differences and also sheds light on the social consequences that are already visible today.
    Content: Die Finanzmarktkrise von 2008 und in deren Gefolge die Große Rezession sowie Staatsschuldenkrisen in verschiedenen EU-Ländern haben einschneidende Reformen der Alterssicherungssysteme ausgelöst, welche die Finanzierung der Renten kurz- und langfristig sicherstellen und/ oder Vorstellungen von Generationengerechtigkeit realisieren sollen. Dringlicher war es jedoch, den fiskalischen Manövrierspielraum wieder zu erweitern und Kredithilfen von internationalen Geldgebern (IWF, EU) zu erlangen. Diese Rentenreformen unterschieden sich von früheren im Hinblick auf den Umfang und den politischen Prozess. (1) Sie waren groß, zeitigten demzufolge eine signifikante und unmittelbare Wirkung auf die Lebensbedingungen der jetzigen und künftigen Rentenbezieher, und manchmal wurde auch die bis dahin verfolgte Politikausrichtung verändert. (2) Die nach 2008 erfolgten Reformen passierten rasch den Gesetzgebungsprozess und wurden ohne lange Übergangsfristen umgesetzt. In diesem Papier werden die Rentenreformen in acht krisengeschüttelten EU-Ländern betrachtet, nämlich Griechenland, Irland, Italien, Lettland, Portugal, Rumänien, Spanien und Ungarn. Dabei geht es um die Inhalte dieser Reformen und die Umstände, die jeweils zu diesen Veränderungen geführt bzw. sie ermöglicht haben. Gezeigt wird, dass die Herausforderungen, mit denen diese Länder konfrontiert waren (oder sind), einschneidende Veränderungen erlaubten bzw. erzwangen, die ansonsten kaum durchsetzbar gewesen oder in Anbetracht der politischen Konsequenzen von den jeweiligen Regierungen so nicht in Angriff genommen worden wären. Weiterhin werden im Ländervergleich die Gemeinsamkeiten und Unterschiede beleuchtet sowie nach den bislang erkennbaren sozialen Konsequenzen gefragt.

    Content: In this paper we study retirement decisions and more specifically, the influence of a partner’s labour market status on this decision. We use information from three waves of the Survey of Health Ageing and Retirement in Europe (SHARE), providing information on a wide range of variables, including economic, social, as well as health variables not only of the respondent but also of the partner of the respondent, if any. Most importantly, we are able analyse the transition into retirement rather than the state of being retired and also to distinguish between different degrees of labour market attachment of the partner. Initially, we find that having a partner who is retired or a homemaker increases the likelihood of retirement, whereas an unemployed partner or a partner who is not working due to permanent sickness or disability has no statistically significant effect. However, dividing the sample into men and women, we find that the effects differ substantially between these two groups. The probability of retirement among men is not influenced by their partner’s labour market status, and among women we only find a statistically significant effect of having a partner who is retired. Our findings are robust to variations in the definition of retirement and subsamples.

    Content: Die Riester geförderten Produkte erlebten kürzlich das zehnjährige Jubiläum. Bisherige Analysen über die Vorteilhaftigkeit bezogen sich in der Regel auf Teilaspekte: entweder nur die Kosten- oder nur die Steuereffekte wurden untersucht. Ergebnis der Teilanalysen sind sich widersprechende Handlungsempfehlungen. Dieser Beitrag versucht Handlungsempfehlungen zu geben, wobei Kosten- und Steuereffekte gleichermaßen berücksichtigt werden. Dabei steht nicht die Frage im Vordergrund, welche Kostenunterschiede zwischen den Riester-Produkten beobachtbar sind, weil es die Fragestellung des Entscheiders nicht adäquat berücksichtigt. Vielmehr fokussiert der Beitrag ausschließlich auf die Fragestellung des Entscheiders, nämlich ein ausgewähltes Altersvorsorgeprodukt entweder gefördert oder ungefördert zu erwerben. Der theoretischen Analyse schließen sich Simulationen für drei Einkommenstypen an, wobei für den Geringverdiener stets und für den Durchschnittsverdiener, sofern Kinder einbezogen werden, die Wahl des geförderten Produktes zu empfehlen ist. Der Spitzenverdiener sollte bei weniger als drei Kindern das ungeförderte Produkt wählen.     Content: Riester products recently celebrated their 10th anniversary. Previous studies of their advantages analyzed only partial aspects, focusing either on cost or tax impacts. They yield inconsistent recommendations. The present paper tries to make recommendations based on an equal analysis of cost and tax effects. Our analysis focuses on a decision maker who wants to know if a specific private pension insurance should be bought with or without a Riester subsidy. After a theoretical analysis we carry out a simulation for three types of income. Subsidized Riester contracts seem to be the preferred choice for low income savers or, provided that children are taken into account, for middle income savers. A saver earning a high income is recommended to conclude a non-subsidized retirement contract if he or she has less than three children. The recommendations may be reversed if cost differences between the compared contracts reach a critical level. -- Retirement Provisions ; Private Pension Insurance ; Riester ; Taxation ; Costs

    Content: Das vorliegende Discussion Paper leistet einen Beitrag zur Schärfung der Definition des entwicklungspolitischen Engagements. Es hat den Anspruch, die Diskussion über eine Definition entwicklungspolitischen bürgerschaftlichen Engagements zu eröffnen. Bislang fehlt es an einer speziell auf diesen Bereich ausgerichteten begrifflichen Abgrenzung. Ausgangspunkt der Betrachtung sind vorhandene Definitionen zur Entwicklungspolitik und zum bürgerschaftlichen Engagement. Außerdem werden exemplarische Themenfelder von entwicklungspolitischem Engagement und in der Praxis vorhandene Engagementformen berücksichtigt. Auf dieser Grundlage wird folgender Definitionsvorschlag entwickelt: Entwicklungspolitisches bürgerschaftliches Engagement ist individuelles Handeln, das sich explizit oder implizit am Leitbild der nachhaltigen Entwicklung orientiert und sich für eine Verbesserung der Situation von Menschen in Entwicklungsländern einsetzt.     Content: The aim of this discussion paper is to contribute to a definition of citizen engagement in the field of development cooperation. A specific definition of this concept has hitherto been lacking. This discussion paper aims at opening the discussion about what citizen engagement in the field of development cooperation is, means and comprises. The starting point for this consideration is represented by the existing definitions of development cooperation and active citizenship, as well as the issues of engagement in the field of development cooperation and the forms of engagement encountered in practice. The following definition is being proposed: Citizen engagement in the field of development cooperation is individual behaviour that explicitly or implicitly supports the concept of sustainable development and seeks to improve the living conditions of people in developing countries, i.e. countries that receive Official Development Assistance (ODA). Citizen engagement in the field of development cooperation is voluntary in nature and is not intended to achieve personal gain. The focus on the community does not preclude individual benefits in the form of the acquisition of knowledge and competence, the forging and cultivation of social relationships or other non-material advantages. Citizen engagement is mostly carried out in the public domain. Active citizenship in the field of development cooperation may manifest itself either at home or abroad and either within or outside organizations.     Content: This study analyzes the role of social capital in buffering the negative relationship between informal-care provision and mental health. Using data from the German Socio-Economic Panel (SOEP) and fixed-effect regression models, we show that those individuals who socialize more frequently enjoy better mental health. We also find that stronger social ties moderate the negative association between caregiving and mental well-being. The protective role of social capital appears to be particularly strong for caregivers with high time commitments or those who regularly perform voluntary work. The moderating role of social activities can neither be explained by the caregiver's observed characteristics correlated with social capital, nor by features of the caregiving process. However, the results might be driven by insuficient overlap in covariates between carers and non-carers, and the simultaneity between caring decisions and social activities. We relate our results to recent policy initiatives that aim to improve the carer's well-being. Utilization of caregiver-support services is still rather low. Our findings suggest that caregivers may prefer informal support provided by family, friends, or neighbors to public caregiver benefits. To corroborate this hypothesis, further research regarding the (causal) buffering effects of social capital in the context of informal care is needed.

    Content: Can risk-taking propensity be thought of as a trait that captures individual differences across domains, measures, and time? Studying stability in risk-taking propensities across the lifespan can help to answer such questions by uncovering parallel, or divergent, trajectories across domains and measures. We contribute to this effort by using data from respondents aged 18 to 85 in the German Socio-Economic Panel Study (SOEP) and by examining (1) differential stability, (2) mean-level differences, and (3) individual-level changes in self-reported general (N = 44,076) and domain-specific (N =11,903) risk-taking propensities across adulthood. In addition, we investigate (4) the correspondence between cross-sectional trajectories of self-report and behavioral measures of social (trust game; N = 646) and nonsocial (monetary gamble; N = 433) risk taking. The results suggest that risk-taking propensity can be understood as a trait with moderate stability. Results show reliable mean-level differences across the lifespan, with risk-taking propensities typically decreasing with age, although significant variation emerges across domains and individuals. Interestingly, the mean-level trajectory for behavioral measures of social and nonsocial risk taking was similar to those obtained from self-reported risk, despite small correlations between task behavior and self-reports. Individual-level analyses suggest a link between changes in risk-taking propensities both across domains and in relation to changes in some of the Big Five personality traits. Overall, these results raise important questions concerning the role of common processes or events that shape the lifespan development of risk-taking across domains as well as other major personality facets.

    Content: This paper studies empirically the consequences of retirement on health. We make use of a targeted retirement offer to army employees 55 years of age or older. Before the offer was implemented in the Swedish defense, the normal retirement age was 60 years of age. Estimating the effect of the offer on individuals' health within the age range 56-70, we find support for a reduction in both mortality and in inpatient care as a consequence of the early retirement offer. Increasing the mandatory retirement age may thus not only have positive government income effects but also negative effects on increasing government health care expenditures.

    Content: Since the 1980s researchers are investigating the beneficial effects of pets on human health. The current state of research is characterized by heterogeneity of results, rarity of longitudinal analysis, few studies with German population and search for moderators and mediators in order to explain the possible association. The present study aims at examining the (possibly differential) impact of dogs and cats primarily on their owner’s self-rated physical and mental health both, cross-sectional and longitudinal, using a German sample of elderly as in particular older people may benefit from pet ownership. In addition to demographic characteristics, the owner’s loneliness and human social support are investigated cross-sectional for being potential mediators. Socioeconomic data is provided by the Berliner Altersstudie II. The total sample comprises 1 286 people aged 60 years or older, who completed the survey questionnaire 2012 and 2014. Cross-sectional results predominantly show inferior physical and mental health of pet owners compared to nonowners, even if considering the (non-) owner’s demographic characteristics. Merely the cat owner’s disadvantages in health can be explained by the owner’s feeling of loneliness, whereas no explanatory construct can be found accounting for dog ownership in this study. However, longitudinal results most notably reveal gains in mental health after pet, especially dog acquisition compared to permanent non-ownership, whilst permanent pet ownership is not accompanied with (any more) advantages in health and loss of a cat seems to provide gains in physical health. The present study confirms the importance of longitudinal analysis, indicates differences between cat and dog ownership and spotlights the question of short or long term effects as well as possible limits of the improvement of the elderly pet owner’s health.

    Content: This paper proposes a dynamic life cycle model of health risks, employment, early retirement, and wealth accumulation in order to analyze the health-related risks of consumption and old age poverty. In particular, the model includes a health process, the interaction between health and employment risks, and an explicit modeling of the German public insurance schemes. I rely on a dynamic programming discrete choice framework and estimate the model using data from the German Socio-Economic Panel. I quantify the health-related life cycle risks by simulating scenarios where health shocks do or do not occur at different points in the life cycle for individuals with differing endowments. Moreover, a policy simulation investigates minimum pension benefits as an insurance against old age poverty. While such a reform raises a concern about an increase in abuse of the early retirement option, the simulations indicate that a means test mitigates the moral hazard problem substantially.
