    Content: Everywhere in the world populations of largely European origin are currently experiencing not only their lowest ever fertility levels, but what seem likely to be their longest ever periods of fertility at below-replacement levels. Although it is widely assumed that the fertility of these countries will return to replacement levels within 30 to 35 years there is at present no empirical evidence that this will happen. The inevitable demographic results of this fertility pattern are an older age structure and a decline in numbers. Many see this as leading to labor shortages and wage inflation, even to weakened national defense and the disappearance of European peoples and cultures. Numerical declines and older age structures are inevitable in today's low-birthrate populations. But they are unlikely to be either as great or as disruptive as commonly anticipated. Moreover, the policies proposed to avoid such demographic developments are clearly unsuitable. The inevitability of these changes--new in human history--must be accepted before societies can adjust to them and realize the benefits that inhere in them. The Future of Low-Birthrate Populations assesses the demographic situation, the policy alternatives and the significance of future changes in fertility and mortality rates, and then discusses what can be done to minimize the losses and maximize the gains attendant upon a dwindling and aging population.

Can the galloping costs be funded by an increase in taxes or do we need to make reforms, similar to the ones already made in the pension system, which has been used as a model for many other countries. The fact that it is difficult to make health care dependent on personal contributions, as is the case of the pension system, funding of health care is a true test of solidarity across generations. The book ends with a discussion on whether the demographic challenge to the welfare system is also a threat to the welfare state as such.

    Content: A growing population is good for social redistribution systems, but bad for the climate. Beyond this simple statement, demography, economic development, resource usage, climate change and political interventions influencing migration, fertility and social redistribution are not so easily brought together in a way to fully acknowledge for their interdependency. This book takes up the associated methodlogical challenges that are mirrored by several paradoxes: On the one hand, the reduciton of western socieites`ecological footprint is well supported by declining birth rates. On the other hand, sustainable transport, wast of sewage systems call either for population growth or a stronoger urbanization of a declining population to remain affordable. At the same time, theris the argument of population growth being necessary to finance the welfare state, its pension systemss as elderly care. As both "solutions" to demographic decline - increased migration and pro-natalist family policies - are politically heavily disputed, and given the interdependencies of poulation growth, climate change and resource availablity, this collection of articles shows, that an expert discussion on these aspects should indeed include the necessary normative aspects associated with the questions of influencing population size by policies.     Content: Um dem demografischen Wandel in Deutschland nachhaltig entgegenzuwirken, könnten mehr junge Menschen dafür gewonnen werden, sich für das erste, zweite, dritte und weitere Kinder zu entscheiden. Allerdings ist trotz jahrelanger intensiver Forschung zu diesem Thema nach wie vor nicht vollständig klar, welche Faktoren dabei fördernd oder hemmend wirken. Ein zentrales Problem ist hierbei, dass sich die Rahmenbedingungen für das Familienleben und damit auch mögliche Determinanten für die Entscheidung über Kinder, wie das Einkommen, mit der Geburt des Kindes ändern. Daher wird im vorliegenden Beitrag mit Hilfe des Sozioökonomischen Panels die Situation von Personen, die sich erst in den Folgejahren für oder gegen erste und weitere Kinder entschieden haben, verglichen. Da hier allerdings insbesondere die Abgrenzung der Beobachtungsgruppen eine Herausforderung darstellt, wird das Verfahren nur angewandt, sofern sich die betrachteten Größen über die Zeit verändern können. Ist dies, wie beim Alter bei der ersten Geburt, nicht der Fall, erfolgt eine einfachere Ex-Post- Betrachtung von Eltern die ihre fertile Phase bereits abgeschlossen haben. Es zeigt sich, dass das Timing der Geburten von großer Bedeutung für die letztendliche Familiengröße ist. So haben 59 Prozent der Mütter im Alter zwischen 40 und 54 Jahren mit drei und mehr Kindern ihr erstes Kind im Alter unter 25 Jahren bekommen aber nur 28 Prozent der Mütter mit einem Kind. Auch liegt der Altersabstand zwischen dem ersten und zweiten Kind unter drei Jahren bei 51 Prozent bei Müttern mit drei und mehr Kindern, aber nur bei 31 Prozent bei Mütter mit zwei Kindern. Für die Familiengründung ist darüber hinaus eine verfestigte Partnerschaft von großer Bedeutung. So lebten 67 Prozent der im Jahr 2010 zwischen 25 und 29 Jahre alten, kinderlosen Frauen, die bis 2015 ihr erstes Kind bekommen haben, zu diesem Zeitpunkt mit einem Partner in einem Haushalt, während dies nur auf 37 Prozent derer zutraf, die kein Kind bekommen haben. Ein weiterer Faktor ist der soziale Hintergrund. So bekommen insbesondere Migranten und Personen, die selbst mehrere Geschwister haben, drei und mehr Kinder. Für die Politik lässt sich aus den Ergebnissen ableiten, dass einerseits Rahmenbedingungen geschaffen werden sollten, die es Paaren leicht machen, sich bereits früh für erste und weitere Kinder zu entscheiden, und andererseits darauf hingearbeitet werden sollte, dass eine vergleichsweise frühe Elternschaft und große Familien mit drei und mehr Kinder in der öffentlichen Wahrnehmung stärker sichtbar werden.
    Content: In order to counteract the demographic change in Germany in the long term, more young people need to be convinced to decide for first, second, third and more children. However, despite many years of intense research on this topic, it is still not entirely clear which factors promote or hamper this undertaking. A central problem is that the framework conditions for family life and, thus, also possible determinants for deciding on children, such as income, change with the birth of the first child. For this reason, the present article uses the socioeconomic panel to compare the situation of persons who decided to come for or against the first, second and third children, as far as the variables considered may change over time. If this is not the case, as for instance in the case of the age at the first birth, a simpler ex-post consideration will be used. It turns out that the timing of births is of great importance to the ultimate family size. For example, 59 percent of the mothers between the ages of 40 and 54 with three or more children had their first child under the age of 25. This only applies to 28 percent of the mothers of the same age group with one child. Also, the age difference between first and second child is interesting: referring to an age difference of below three years, the portion for mothers with three or more children is about 51, but only 31 percent for mothers with two children. In addition, a solidified partnership is very important for starting a family. For example, 67 percent of childless women between 25 and 29 years of age who had their first child by 2015 have lived with a partner in a household at that time, while only 37 percent of those who did not have a child in the following years did so. Another factor is the social background. In particular, migrants and people who have several siblings themselves have three or more children. Policy makers can derive from the results that on the one hand there should be a framework which makes it easy for couples to decide early for first and further children, and on the other hand, that a comparatively early parenting and large families with three and more children should become the norm in public perception.
