    Content: Poverty research works with different measuring concepts and data sources. Based on the panel study 'Labour Market and Social Security', Jonas Beste presents the approaches most commonly used, compared to other panel data. In addition to listing the similarities and variations in the measurement of poverty, he describes the different manifestations that poverty can have. Thus, he gives insight into the following questions: What impact does the specific database used have on the results of poverty analyses? How can deprivation be evaluated in the individual standard of living? How can poverty dynamics be distinguished according to different concepts of poverty? What factors influence a change in the standard of living? How are resources converted into standard of living and what role is played by a household's financial situation (employment), a person's individual characteristics or regional variations? Die Armutsforschung arbeitet mit verschiedenen Messkonzepten und Datenquellen.     Health inequities and social justice: the moral foundations of public health (2008)

    Content: Recently we argued that social justice is concerned with human well-being, which is best understood as involving plural, irreducible dimensions, each of which represents something of independent moral significance. Health is one of these distinct dimensions of well-being, as is personal security, the development and exercise of cognitive capacities for reasoning, living under conditions of social respect, developing and sustaining deep personal attachments, and being able to lead self-determining lives. In this paper, we address why considerations of justice, and not utilitarian aims as applied narrowly to health outcomes, are most foundational to public health. In particular, we argue that the aspiration for improvement of the health of populations defines the positive aim of justice in public health, along with the negative aim of reducing or combating systematic disadvantage that affects adversely historically situated social groups and, more generally, children across the normal life span when their well-being is not assigned a special priority in the development of public health policies.

    Content: Die kirchlichen Wohlfahrtsverbände, so berichtet der Direktor des Caritasverbandes Hildesheim, werden wieder zunehmend mit Armut konfrontiert. Dabei bleibt auch ihnen die extreme Armut eher unbekannt, weil die davon Betroffenen nicht nur ihre Ansprüche gegenüber dem Sozialstaat nicht wahrnehmen, sondern auch den Zugang zu den Beratungsdiensten und anderen Einrichtungen oft nicht finden. Unter diesen Bedingungen haben die Wohlfahrtsverbände ihren Anspruch, Anwälte der "Recht? und Stimmlosen" zu sein, neu zu bestimmen. Theologische Unterstützung seitens der Sozialethik kämen ihnen da recht. Allerdings hat das Thema Armut die Sozialethik bislang noch nicht richtig erreicht.
    Content: The church-based charitable organisations are confronted with poverty again. Extreme poverty, however, often remains an unfamiliar phenomenon to those organisations, since the persons concerned tend to claim neither welfare nor the legal or psychological support church-based charity has to offer. In that situation the charitable organisations need to readjust their advocacy of «those without rights and a voice». In that readjustment, theological support through social ethic thought would be helpful. The new issue of poverty, however, does not yet seem to be on the ethical agenda.
