    Content: "The process of democratization that unfolded in European countries during the nineteenth century involved multiple dilemmas of institutional design. The first question concerned the scope of political suffrage. The transition from restrictive to extended suffrage took place either through the adoption of piece-meal changes in the scope of the franchise or through dramatic extensions that enfranchised nearly all citizens. Reforms enacted in Britain exemplify the first approach. There, the expansion of suffrage proceeded gradually. The first Franchise Act, enacted in 1832, extended the scope of suffrage from five to seven percent of the population. The second Franchise Act of 1867 extended the scope of suffrage to sixteen percent of the population (Cook 2005: 68). By contrast, both France and Germany adopted electoral reforms that expanded the share of the enfranchised population suddenly and dramatically. In Germany, the electoral law adopted in 1870 introduced universal suffrage for men.Similarly, France adopted universal male suffrage in 1799. While France reverted to censitary voting during the Restoration, it restored full universal suffrage for all male voters in 1848"--

    Content: In the history of economic thought, monetary theories in the German-speaking world of the early modern era are considered backward compared to the approaches in other European countries. This backwardness can be shown by two authors from the middle of the 18th century, who were not only contemporaries but also successively in the service of Frederick II (‹the Great›) of Prussia. The first is Johann Philipp Graumann, one of the 'projectors' of the 18th century. As master of the mints in Prussia, he developed a coin project, where he tried to implement a new monetary standard to promote trade, generate seigniorage income and implement the Prussian coins as a kind of a reserve currency. In his writings, he developed a typical mercantilistic monetary theory with a clear understanding of the mechanism in the balance of payments. But even when he tried to include credit instruments, he did not take banks or broader financial markets into account. The second thinker is Johann Heinrich Gottlob Justi, who took the opposite position concerning the coin project as well as in his theory. He defended a strictly metalistic monetary approach where the value of money should only be based on the metal's value. While Graumann rejected the English coin system, Justi recommended its laws for countries without their own mines, because the sovereign should not misuse his right of coinage. For him, the monetary system had to be reliable and stable to serve trade and economic development.

    Content: In the Weimar Republic Königsberg i. Pr. experienced a profound urban transformation. Numerous building projects have been realized, including the first civilian airport in the world (1922-23) or the German East Fair (1920). In the study the author presents the genesis of these projects and investigates their functional and symbolic meaning. He comes to the conclusion that the island position of East Prussia, which was created in 1919, had no negative effect on the development of Königsberg i. Pr., but - on the contrary - acted as a catalyst for a comprehensive modernization process. The city council and the Oberpräsident initiated together with local merchants in only ten years a complex modernization process, which aimed at the modernization of the social infrastructure and the transport system by land, sea and air. So, trade and commerce were promoted. This was only possible because East Prussia enjoyed the special attention of the government in Berlin after the separation from the Reich in 1919. By granting special credits Berlin wanted to revitalize the economy and in this way contain a migration of the German-speaking population from East Prussia. Therefore, the efforts were not only economically motivated, but in particular served as a tool for a possible change of boundary in the future.
