    Content: This study provides a comprehensive comparative analysis of the business environment in six South Asian countries, Afghanistan, Bangladesh, India, Nepal, Pakistan, and Sri Lanka, to examine whether business regulatory requirements in these countries hinder them from fully benefiting from BRI project spillovers. The analysis is based on available secondary data sources and responses to a structured questionnaire sent to selected private sector participants in each of these countries, eliciting information on the law, regulation, and practice in a wide range of thematic areas influencing the overall business and regulatory environment. Survey respondents identified nine key themes as the most challenging for the private sector, including from the perspective of potential benefits from BRI-induced opportunities. The thematic areas are: (a) licensing and inspection requirements; (b) regulations and practices governing foreign investment; (c) access to resources such as land, credit, and electricity; (d) regulatory restrictions on the operation of foreign firms, such as local content requirements and currency repatriation; (e) regulatory governance and corruption and state capture; (f) predictability and quality of the regulatory framework, especially corporate taxation; (g) government procurement laws and practice; (h) effective dispute settlement and grievance mechanisms; and (i) trade and customs regulations. The identified thematic areas promote connectivity and regional integration and thus are particularly relevant from the BRI perspective. Improvements along different dimensions of these thematic areas will likely enable countries in the region to gain from BRI-induced opportunities

    Content: This report provides an overview of the challenges and opportunities in addressing road safety in the Europe and Central Asia (ECA) region. It presents information on the size, characteristics, and causes of the problem; presents evidence on the effectiveness of measures that countries world-wide have adopted to improve road safety; briefly describes current international road safety policy; and discusses a range of strategies and actions that could be undertaken by the World Bank in coordination and partnership with the World Health Organization (WHO), multilateral development banks, other international agencies and donors, as well as with private and civil society institutions. A primary audience of this report is internal-particularly managers and staff of the World Bank working in the transport, health, education, and governance sectors, to raise awareness about the multisectoral nature of the road safety challenge and of effective options to address it. It proposes ways that the World Bank might engage more to support ECA countries in tackling this issue, working in partnership with other international agencies and donors. The secondary audience is external policymakers, senior analysts, program managers, and their advisers in the governments of ECA countries, private sector officials, and civil society and international organizations working in this field. The goal is to support discussion on appropriate choices and instruments for advancing the road safety agenda as a top development priority over the short and medium term

    Content: An efficient system to transport goods domestically and internationally is a key element of the logistics chain. Road freight transport has a direct impact on poverty as it employs millions of people and generates a significant portion of Gross Domestic Product, or GDP, especially in low and middle-income countries. Trucking is the primary form of transportation for domestic, trans-border, and international cargo, in Central America. Road freight transport is now vital to production, distribution, and mobilization, driving economic, social, and environmental progress. In short, trucking is the backbone of economies around the world. In the past 20 years, the industry has advanced as technology has improved communication, management, productivity, including vehicle efficiency. Their objective in doing so is to expand markets, generate wealth on the basis of efficient specialization, introduce competition, and lower costs for production, distribution, services, and research and development. When road freight transport services are efficient, they support these objectives; when they are not they act as nontariff barriers to trade, creating delays, raising costs, worsening congestion and pollution. Such barriers prolong and destabilize delivery schedules, hinder 'just in time' inventory management and industrial processes, and impede the efficient combination of factors of production

    Content: There is a wealth of scientific reports that records the actual climatic changes that have been taking place during recent years. While there is debate over the causes of climate change, the rate at which this phenomenon is increasing is overwhelming - with the evidence indicating that the changes in our environment will impact large parts of the globe. The Transport and ICT Global Practice (T and I) provides clients with physical and virtual connectivity solutions, to facilitate the movement of people, goods and information, thus enabling access to food, jobs, health and education services, and stimulating economic and social development. This report highlights some challenges to the research and academic fraternity in understanding climatic impacts on road networks better, developing more resilient technologies and, most importantly, developing a better understanding to quantify the impact or benefits of climate adaptation strategies. The main conclusion of this report is that asset management, when undertaken according to best practice, is already one of the most significant climate adaptation strategies. With minor adaption to existing asset management processes and techniques, a far greater return may be gained from investment to allow for changing demands on road infrastructure, both from a changing climate and from an ever-changing population.     Content: The objective of this study is to assess the impact of the East-West Highway improvement program on Georgia's ability to access international markets. As highlighted extensively in the literature, improving transport infrastructure and the efficiency of the logistics sector can help countries gain competitiveness in international export markets, which can translate into faster economic growth and higher income. This study hypothesizes that investments in the EWH have reduced the cost of shipping Georgian goods to the rest of the world, and such reductions should be more significant for goods transported by road. To estimate the effect of cost reductions generated by improvements in the EWH, a gravity-type model in first-differences has been estimated. The results show that: (i) a 10 percent increase in the length of upgraded road network predicts a 1.1 percent increase in exports transported by road while no significant effect is estimated for exports on other transport modes (rail, sea, and air); (ii) the resulting increase in exports by road was reflected by a decrease in exports transported by sea; (iii) the effect is statistically and economically significant only for customs offices located along the EWH; (iv) only exports of time-sensitive products responded positively and significantly to improvements in the EWH during the 2006-2015 period; (v) upgrading the entire EWH is estimated to generate additional export revenues between USD 776 million and USD 1,466 million. It is important to note that the overall trade generating effect of the investment is expected to be somewhat lower as the results suggest some substitution between road and sea transport, but the overall impact is a significant boost to exports

    Content: This reports on the cost of doing business in Egypt consistently identify delays in land acquisition as one of the impediments to setting up new businesses as well as attracting foreign direct investments. Despite the provisions of Law 10/1990 (hereafter referred to as Law 10), which lays out a legal framework for the expropriation of real estate for public-interest projects, these delays persist due to overlapping in national and sectoral policies and practices. This Policy note acknowledges the absence of a comprehensive land administration system in Egypt. It focuses instead on the challenges facing land acquisition for public interest projects and theshortcomings of Law 10. It summarizes key challenges based on the findings of key research productsfrom the technical assistance (TA) program offered by the World Bank to the Egyptian government concerning land acquisition and policy reform, including the diagnostic analysis report prepared in June 2016 and the report of the TA Committee Members' visit to India prepared in May 2016. The key challenges discussed in this policy note fall under two broad kinds: limitations in law, and policy coherence. To help develop a more coherent and transparent approach to land acquisition, this note also lays out recommendations and a road map. The Annex to this note highlights the broader issues of land administration, with a special focus on the weak institutionalization of deeds and title registration systems

    Content: This report examines the impact of rural connectivity on poverty, access to basic services, and income in Armenia, a country which has found itself in a low-growth, low-investment nexus, with stalled poverty reduction. This study attempts to shed light on the linkages between transport and poverty in Armenia. The rest of the report is structured as follows: Section 1 explains the evolution of selected social, economic, and demographic indicators for Armenia during the analysis period; Section 2 lays out the conceptual framework for operationalizing shared prosperity and poverty in rural transport operations; Section 3 proposes a systematic but non-exhaustive collection of literature on rural road impact studies in low- and middle-income countries; Section 4 examines regional gaps in accessibility to markets and services which were computed with the use of the first geographic information system (GIS) based mapping platform of its kind in Armenia, and introduces the potential association between accessibility and poverty in Armenia; Section 5 characterizes key social and economic indicators in the project's immediate area of influence to then summarize household-level outcomes obtained from a comprehensive qualitative analysis and community-level findings resulting from a nighttime lights analysis; and Section 6 summarizes the lessons learnt and the directions for future research. The report concludes with policy implications from this research and directions for future analytical and operational work on transport and poverty in Armenia

    Content: This study is part of the ongoing dialogue on reforming trade logistics, and facilitating trade and transportation in Central and South Asian countries. It presents key findings from several rounds of first-hand observations and interviews conducted with multiple stakeholders to measure the performance of key road transport corridors across the region, including Kazakhstan, Kyrgyz Republic, Tajikistan, and to some extent, Pakistan and Afghanistan. The study identifies obstacles that hinder efficient movement of goods along transport corridors, and offers recommendations for short- and medium-term reforms for participating country governments with particular emphasis on the performance of border crossings. The overall objective of this study is to provide basic information on transport corridor performance so that national policy makers and private sectors have a basis to open discussions on how they might cooperate to facilitate international trade and transport by addressing infrastructure and operational bottlenecks in the region
