It was in this metropolis of nine million people that Boris Yeltsin, during two frustrating years as the city's party boss, began his move away from Communist orthodoxy. Colton charts the general course of events that led to this move, tracing the political and social developments that have given the city its modern character. He shows how the monolith of Soviet power broke down in the process of metropolitan governance, where the constraints of censorship and party oversight could not keep up with proliferating points of view, haphazard integration, and recurrent deviation from approved rules and goals. Everything that goes into making a city - from town planning, housing, and retail services to environmental and architectural concernsfigures in Colton's account of what makes Moscow unique. He shows us how these aspects of the city's organization, and the actions of leaders and elite groups within them, coordinated or conflicted with the overall power structure and policy imperatives of the Soviet Union.     Content: This eighteenth annual report assesses what a more market-driven and integrated world means for workers. It asks which development strategies best address workers' needs, and what domestic labor market policies can do to establish a more equitable distribution of income, greater job security, and higher workplace standards, while preserving and indeed enhancing the efficiency of labor markets. The report concludes that global integration holds out the prospect of tremendous future gains for the world's work force - but no guarantees. Sound domestic and international policies are indispensable for realizing the promise of a prosperous, integrated global workplace. Policies that rely on markets while avoiding or correcting market failures, that invest in people[A[B, that provide a supportive environment for family farms as well as emerging industrial and service sectors - all these are good for workers. Governments continue to exercise important functions: building and maintaining the social framework within which workers, unions, and firms interact to set wages and working conditions; supporting workers who are hurt when industries or whole economies suffer major shocks; and defending the rights of the most vulnerable workers, whether they be child laborers victimized by exploitation, or women or ethnic minorities suffering from discrimination. In those economies that are less prepared to face global competition - in particular, those emerging from central planning - public action has a particularly important role in promoting labor mobility, easing the cost of transition, and reaching those left out. This report includes the World Development Indicators

    Content: Over the past decade, most countries in the Latin America and Caribbean Region have stabilized their economies and lowered barriers to international trade. Many of the policies aimed at reducing poverty and tackling inequality in the 1960-1980 period were well intentioned, but the region made little or no progress in improving income distribution. With the recent shift toward market orientation and openness to international trade, these countries will need a new approach to labor policy as well as different instruments for addressing income distribution goals. This report gives special attention to four areas of labor policy: 1) change from direct government intervention in wage determination and strict seniority rules to a system that rewards effort, high productivity, and good management within a framework that relies on voluntary negotiation of working conditions between workers and firms; 2) replacement of job security legislation by a more effective mechanism that protects workers when they change jobs; 3) careful design of mandatory contributions to social security and other programs in order to minimize the distortionary effect of labor taxes; and 4) redirecting of government subsidies for training and education to the demand side and targeting to those who cannot afford to pay

    Content: This book employs economic methodology to study the motives for and the repercussions of transfers and exchanges within families, between generations, and within groups. The book shows how the allocative behavior and wellbeing of one family member depend on his altruistic link with another family member, how the timing of the intergenerational transfer of the family productive asset affects the recipient's incentive to engage in human capital formation, and how transfers from an adult to his parents impinge on future transfers to him from his own children. In addition, the book shows that under asymmetric information high-skill migrant workers make transfers to low-skill would-be migrants in order to lure them to stay put, and that under incomplete information a group-specific informational edge - lower recognition costs - results in a superior exchange outcome
    Content: Finally, altruism, which in the beginning of the book is assumed, is explained: the transmission to or probable acquisition by children of parental traits and the exchange between siblings are shown to result in a stable equilibrium wherein no agent behaves nonaltruistically. The book studies both altruistic and nonaltruistic motives for transfer behavior. In addition, it traces some of the market repercussions of intrafamilial, intergenerational, and intragroup transfers and exchanges
