    Abstract: Le rôle de l’apprentissage et de l’éducation des adultes dans les Objectifs de développement durable – Les Objectifs de développement durables (ODD) lancés par les Nations Unies en 2015 fixent, notamment en matière d’éducation, d’ambitieuses cibles à atteindre d’ici 2030. L’ODD 4, qui vise essentiellement à « garantir une éducation de qualité inclusive et équitable et [à] promouvoir des opportunités d’apprentissage tout au long de la vie pour tous », a attiré l’attention du secteur de l’éducation des adultes sur le rôle que l’apprentissage et l’éducation des adultes (AEA) peuvent jouer pour atteindre cet objectif et sur la possibilité des ODD d’améliorer la visibilité de l’AEA et le soutien apporté dans ce domaine. Le présent article se penche sur une étude portant sur le rôle de l’AEA dans l’apprentissage tout au long de la vie et s’appuie pour cela sur des études de cas menées dans huit pays (Australie, Brésil, Inde, Jordanie, Kirghizistan, Afrique du Sud, Thaïlande et Ukraine). Il explore la littérature et examine les soutiens à l’apprentissage et à l’éducation des adultes ainsi que les défis qu’ils posent afin de mieux comprendre comment ils peuvent aider à atteindre l’ODD 4 en utilisant un cadre théorique aux méga, macro, méso et microniveaux. Vingt-sept spécialistes de l’AEA des huit pays ont été interviewés et la théorisation ancrée a été utilisée pour analyser les données recueillies. Les résultats indiquent que bien que l’ODD 4 n’ait pas été un moteur puissant pour les activités d’AEA menées dans ces pays, des projets y étaient axés sur les problèmes ciblés par cet objectif. L’analyse attire aussi l’attention sur le soutien politique inégal accordé aux activités formelles et non formelles d’AEA et sur le rôle décisif que les réseaux et associations d’AEA peuvent jouer pour se consacrer à certaines des cibles les plus ambitieuses de l’ODD 4.

    Abstract: The study “LEO 2018 – Living with Low Literacy” examines the reading and writing skills of adults aged between 18 and 64 years in Germany. It includes a literacy assessment and an extensive background questionnaire containing sociodemographic variables as well as information on literacy-related everyday practices and domain-specific basic skills (digital, financial, health-related, policy-related). The data was collected in 2018 as part of a household survey (N = 7,192). The dataset is available for secondary use at the repository of GESIS Leibniz Institute for the Social Sciences as a Public Use File and as a Scientific Use File. The dataset offers a reuse potential for different research fields like financial literacy, health literacy, political literacy, digital literacy and with three variables about vulnerability even for psychological research questions.

    Abstract: The demand for integration courses with literacy development has strongly increased, while at the same time the performance data for these courses are constantly declining. The common, phonological based concepts do not lead to the desired results. However, writing-structure oriented approaches, which have shown their learning effectiveness in mainstream schools, have hardly been taken into account in literacy courses so far. This is where the research project comes in. In workshops, course instructors were introduced to a writing-structure oriented approach. Afterwards, they were asked in interviews whether, and if so, with which adaptations this approach can be used in adult literacy courses. The arguments were systematized and show chances and limits of transferability.

    Abstract: L’apprenant imaginé dans la recherche sur les politiques d’alphabétisation des adultes : une comparaison internationale – Cet article livre une analyse comparative des portraits d’apprenants dans des descriptions que font les chercheurs des politiques d’alphabétisation des adultes. Bien que les politiques ou les recherches sur les politiques renvoient rarement directement aux apprenants adultes, une analyse attentive de la littérature scientifique sur le sujet permet de déduire tout un ensemble d’hypothèses. Cette analyse repose sur une métasynthèse antérieure (préparée par la première autrice et Amy Pickard) portant sur des portraits d’apprenants adultes réalisés dans le cadre d’une recherche qualitative qui identifiait un type de « caractéristiques de l’apprenant » que l’on pouvait s’attendre à retrouver dans les descriptions d’un vaste éventail de textes. Les autrices avançaient qu’il est probable que ces types d’apprenants seront un moteur pour approfondir les recherches, la politique et la pratique, à l’instar des personnages d’un récit littéraire qui font progresser l’intrigue. En se demandant « Qui sont les apprenants (imaginés) dans les recherches qui examinent des documents politiques relatifs à l’alphabétisation des adultes? », l’article pousse la réflexion plus loin et démontre qu’identifier des types d’apprenants dans la recherche sur l’analyse des politiques peut fournir une orientation à la façon d’envisager ce que les politiques visent réellement, ce qu’elles valorisent et à qui elles profitent. Cette réflexion peut permettre aux chercheurs d’envisager l’analyse des politiques et leur critique sous un angle distinct. Les autrices de l’article identifient cinq types d’apprenants imaginés : le problème, le pion, la réflexion après coup, le concurrent et le citoyen compétent.

    Abstract: Integration is more than work and school: It consists of socio-political participation as well. Even without citizen’s rights, migrants have an opinion on whether they ‘have a say’ in the host or dominant society. This expression – having a say – is emblematic, because it is a well-known survey question, also used in the Program for the International Assessment of Adult Competencies (PIAAC). For this article, the authors choose Austria, Canada, Germany, Israel and the USA to analyse variables on political efficacy and volunteering as indicators for socio-political participation. Using post-colonial and multiple literacy approaches, the authors examine whether migrants and language minorities feel heard. Findings show that first-generation migrants in four countries feel low political efficacy and are excluded from volunteering. However, when taking literacy proficiency into consideration, many effects for political efficacy disappear. For large language minorities, however, controlling for literacy has no effect on their socio-political exclusion.

    Abstract: The Matthew Principle was demonstrated for participation in further education, but not for the volume of further education in the context of numeracy. Due to its interdependence with social contexts, numeracy is a relevant predictor of further training behaviour irrespective of educational attainment. By using an international comparison based on PIAAC data, the article points to a reversal of the Matthew effect for further education volumes. In the OECD average and in the majority of the Nordic countries, adults with low numeral competence who are active in further education perceive more hours of further education than those with high numeral competence. The results point to the relevance of welfare state contexts for the (re)distribution of further education time.

    Abstract: Professionalization in adult education is necessary, and several initiatives are underway to improve the professional situation as well as the competences and skills of adult educators. The relevance and importance of adult education is often stated. Large-scale assessments such as the Programme for the International Assessment of Adult Competences show how important adult education is for societies and economies. They give information on participation and participants. At first glance, the Programme for the International Assessment of Adult Competences lacks detailed information on adult education institutions and professions. A second glance allows explore what people do as part of their work. Those who state that they teach regularly or occasionally will be explored here in more detail. Findings from this study reveal several characteristics of people who teach, including age, gender, academic background and industries. In particular, our analysis suggests that more than 80% of those who teach did not have formal degrees in education sciences. Moreover, those who teach frequently have higher skills, older ages and they have better job positions than those who do not teach. The majority of those who teach are males. Lastly, the results indicate that seniority and prestige in all 14 countries examined in this study are highly relevant to people who teach.

    Abstract: This paper looks at men’s and women’s positions in the labour market and relates them to their basic skills. In a meritocratic society higher skills are supposed to relate to higher outcomes. We question whether this relation is equally true for men and women. Using data for 13 countries from the OECD Survey of Adult Skills (PIAAC), an international large-scale assessment, this paper examines monthly wages and a person’s probability to be in a managerial position. Our analyses show that, on average, men with higher skills get higher wages and have a higher probability to be in a managerial position than women with equally high skills. We show that the relation between skills and outcomes is more proportional for men than for women and that the gender pay gap does apply to women and men with similar skills. In addition, the results highlight a gap in managerial positions between men and women with the same basic skills.
