Der koreanische Wohlfahrtsstaat zeigt alle Merkmale eines Entwicklungswohlfahrtsstaates, in welchem die Sozialpolitik als Instrument der wirtschaftlichen Entwicklung angesehen wird. Der eigentliche Wohlfahrtsstaat bildete sich in Südkorea erst spät, gegen Ende der 1990er-Jahre heraus, als die Regierung unter Präsident Kim Daejung infolge der Finanzkrise von 1997 ein umfassenderes Wohlfahrtssystem, bestehend aus Renten-, Arbeitslosen- und Krankenversicherung sowie staatlichen sozialen Dienstleistungen, einführte. Dabei wurde die Verantwortung für die soziale Wohlfahrt allmählich von den Familien und Unternehmen auf den Staat übertragen. Trotz der Ausdehnung der staatlichen Unterstützungsleistungen blieben die öffentlichen Sozialausgaben sehr niedrig. Während die absolute Armutsrate signifikant abnahm, hat die Ungleichheit in der Einkommensverteilung weiter zugenommen.
