Content: In this study of the period prior to the Malayan 'Emergency' which began in 1948 Dr. Stenson analyses the internal dynamics of conflict within a rapidly changing colonial society, and thereby throws new light on the origins of the communist revolt as well as upon the growth and nature of unionism. Dr. Stenson traces the development, during the first half of the twentieth century, of the migrant Chinese and Indian employees into a more permanent, politically conscious labour force. Gradually these workers became more committed to industrial employment and began to exercise their increasing economic and political bargaining power through the labour unions which they themselves had created. The response of government and employers was at best hesitant and generally authoritarian. The effects of the Second World War greatly increased the divergence between the aspirations and attitudes of the trade unions on the one hand and the combined forces of the government and employers on the other. The outcome was the Malayan Communist Party's revolt of mid-1948, the passage of restrictive trade union legislation in May, and the declaration of a state of emergency in June. A postscript covers the subsequent period up to 1969. It suggests that the present economic and political environment of the independent states of Malaysia and Singapore is such as to place the future of even the 'moderate' unionism of the 1950s and 1960s in considerable doubt.
