Content: Die bewaffneten Streitkräfte der Staaten im Nahen und Mittleren Osten gelten seit langem als eine der auch im innenpolitischen Bereich machtvollsten und einflussreichsten Institutionen, die ihre Machtstellung auch oft genug zur Durchsetzung eigener Ziele genutzt haben. Die mit dieser innenpolitischen Involvierung verbundenen Stärken und Schwächen dieser Armeen werden für die Staaten des Nahen und Mittleren Ostens gesondert aufgezeigt und beschrieben. Es wird die Frage untersucht, warum arabische Armeen trotz waffentechnischer und numerischer Überlegenheit im Ernstfall auf dem Gefechtsfeld so miserable Leistungen gezeigt haben; zur Beantwortung dieser Frage wird der Einfluss von sozialem Umfeld und Kultur auf die Kampfmoral untersucht. Die Bemühungen der USA und Russlands, auf die arabischen Streitkräfte Einfluss zu gewinnen, werden beschrieben. Die inneren Zustände in den Armeen der arabischen Staaten und Israels werden beschrieben, ihre inneren Schwierigkeiten und deren Einfluss auf Kampfgeist und Kampfmoral dargestellt.

Content: De Atkine sieht die Gründe für die militärische Unterlegenheit arabischer Armeen gegenüber westlichen bzw. westlich geführten Kampfverbänden - trotz gleichwertiger Ausrüstung - in kulturellen und sozialen Faktoren der arabischen Welt. Hinzu kommt ein auf ein nötiges Minimum reduzierter Informationsfluss zwischen Offizieren und unteren Dinstgraden und eine jede Eigenverantwortung erstickende militärische Ausbildung schaffen in den Kampfverbänden Misstrauen gegenüber der eigenen militärischen Führung. Das fehlende Vertrauen ist auch in den Offizierkorps arabischer Armeen manifestiert: auch einfachste organisatorische Entscheidungen werden zum Teil auf der höchsten Kommandoebene getroffen. Zudem bauen autoritäre arabische Regime Gegenpole zu den regulären Streitkräften auf, um ihre Macht abzusichern. Aus dem selben Grund sind gemeinsame militärische Manöver aller Waffengattungen eine Seltenheit; so setzt sich das Misstrauen auch zwischen der Regierung und der obersten militärischen Führung fort.
