MERVYN MURCH CBE is Emeritus Professor in Cardiff University's School of Law and Politics. For over 40 years he has undertaken socio-legal family law research associated with social policy and law reform. VICTORIA STEPHENS is a freelance legal researcher, currently working for the Hague Conference on Private International Law. She also works as a project manager at the international NGO, IREX Europe, and has previously worked for the UK Cabinet Office, Department of Health and the Law Commission of England and Wales
