    Content: 二十年来改革开放和社会主义市场经济建设使得科研院所的内外部环境发生很大变化。本文通过对从事微电子技术领域研究的HS研究所的科研经营状况进行分析，对其资产利用率低、经济效益不理想的现状所产生的原因进行了探讨，结合HS研究所自身所具有的优势和存在的不足，确定了研究所的发展定位。针对HS研究所的内外部条件，文中在HS研究所的科研组织结构、科研管理、人力资源管理等方面提出对策，探讨了科研生产组织形式的改进、提高管理效率的必要性及对提高资产利用率和效率的重要性，目的在于增强HS研究所的自身活力和提高经济效益。
