    Content: 本文沿袭夏立军等（2005）对终极控制人的分类方法，将上市公司分为政府控制和非政府控制两种类型，通过尝试量化准入管制和激励性管制，利用2004年和2005年期间的上市公司为样本，考察政府管制对公司多元化经营的影响，进而考察多元化经营对公司绩效的影响。研究发现，准入管制和激励性管制都提高了公司多元化经营水平；相较于非政府控制，政府控制提升了公司多元化水平，特别是地方政府控制。多元化程度在政府管制与企业绩效间起到调节变量的作用，两者的交互效应显著地降低了企业绩效，这种交互作用对非政府控制的上市公司影响更强。其政策含义是，解决上市公司治理问题，不仅需要逐步放松一些准入管制，还需要政府从根本上转变激励管制方式，加强政府自身向“服务型政府”转变。
