Seit Inkrafttreten des Umweltverträglichkeitsgesetzes im Jahre 1994 werden u.a. Abfallbehandlungsanlagen oder Einkaufszentren ab einer bestimmten Größe bereits vor der Genehmigung einem systematischen Prüfungsverfahren unterzogen und allenfalls auftretende erhebliche Umweltauswirkungen in einem Genehmigungsverfahren beurteilt.
