In der jüdischen Eschatologie sind Behemoth und Leviathan die Namen zweier Ungeheuer. Behemoth beherrscht das Land, Leviathan die See; das eine ist männlichen, das andere weiblichen Geschlechts. Beide sind Ungeheuer des Chaos, die - der Sage nach - kurz vor dem Ende der Welt wieder auftauchen und eine Schreckensherrschaft errichten. Hobbes war es, der beiden Gestalten zur Popularität verhalf. Sein „Leviathan“ ist die Analyse eines politischen Zwangsstaatsystems mit Resten von Gesetzen und individuellen Rechten, während in „Behemoth“ ein Unstaat, ein Chaos, ein Zustand der Gesetzlosigkeit, des Aufruhrs und der Anarchie beschrieben wird. Franz Neumann und seine politischen Freunde waren 1942 im Exil der Meinung, dass der Nationalismus aus Deutschland einen solchen Unstaat gemacht hatte, in dem die Rechte der Menschen und ihre Würde „verschlungen“ worden sind. Angesichts der aktuellen Bedrohung der Welt nannte Neumann seine Analyse des nationalsozialistischen Herrschaftssystems daher: Behemoth.
