In the steel industry, technical development requires important equipments and high investments. It is useful, if not necessary, to create organizations where several steel producing companies can be associated for common research. In France, soon after World War II, such an organization has been created. The steel industry was thus enabled to cooperate for important development works, either for new processes (such as continuous steelmaking), or for general investigation methods (such as microfractography). Now, cooperation has to be improved on an international basis. Practical difficulties appear from the experience of the European Economic Community: language barriers, national minds, diversity of laws, organization, financial systems. Such difficulties can be overcome. By organizing joint ventures on many specific practical problems, with steel companies of various countries, international cooperation will be improved. Recruiting and training a few men, with a considerable experience, for specializing in those questions of international cooperation in the field of steel research, is another way to improve international cooperation. Those men will have to be chosen so that steel executives give much consideration to their advices, when they have to make decisions.
