Die vorliegenden Texte sind die z. T. überarbeiteten Referate einer universitätsöffentlichen internationalen Konferenz des Otto-Suhr-Instituts der Freien Universität. Diese von der Projektgruppe »Vergleichende Krisenforschung« des Fachbereichs Politische Wissenschaft durchgeführte Tagung hat ein breites fachliches Interesse gefunden. Zugleich erhielt sie allerdings auch eine von ihrem Gegenstand abgehobene Publizität durch die Tatsache, daß eine maoistische Gruppe glaubte, dieses angebliche Stelldichein internationaler Experten von Krisenmanagement und Massenunterdrückung - an dem sich unglaublicherweise sogar Vertreter eines marxistischen Ansatzes beteiligten! - verhindern zu müssen. Die Krisenkonferenz wurde so zum Thema für diejenigen Journale, die sich für Universitätsfragen nur dann interessieren, wenn Spektakuläres zu berichten ist. Um so dringlicher scheint es, dem an der Sache selbst Interessierten die Referattexte zugänglich zu machen. Dabei ist zu berücksichtigen, daß es sich bei der »innenpolitischen« Krisenforschung nicht um eine etablierte Spezialdisziplin handelt, die hier ihren neuesten Forschungsstand präsentiert und diskutiert. Die Krisenkonferenz hatte vielmehr weitgehend Neuland zu betreten. Dies bedeutet, daß nicht nur die wenigen vorhandenen Ansätze zur Analyse politischer Systemkrisen zu referieren waren. Krisentheoretische Spezialgebiete der Politologie wie die Theorie Internationaler Krisen oder die polit-ökonomische Krisentheorie waren ebenso auf ihre Brauchbarkeit für eine komparatistische Analyse innerer Krisen politischer Systeme hin auszuwerten wie bestimmte krisentheoretisch relevante Ansätze, insbesondere der Systemtheorie und der vergleichenden Analyse kollektiver Gewalt.
