Der britische Erste Seelord, Earl St. Vincent, bemerkte im Jahr 1805, als er erfuhr, das Robert Fulton die Erlaubnis erteilt wurde, dem "Torpedokomitee" der britischen Admiralität sein Unterseeboot Nautilus vorzuführen, der Premierminister sei der größte Narr, der je gelebt habe, weil er eine Form der Kriegsführung fördere, die von denjenigen, die die Meere beherrschen, nicht gewünscht werde, und die uns, wenn sie Erfolg hat, der Seeherrschaft berauben werde. Damit bewies er ausgezeichneten Weitblick. Das Dokument beschreibt die Entwicklung der Unterseeboote von der Pionierzeit über das entstehen der Ubootwaffe im Weltkrieg I, die Zwischenkriegsjahre, den Weltkrieg II, die konventionellen Uboote der Nachkriegszeit, die Atomuboote bis hin zu Ubooten der Zukunft. In zwei weiteren Kapiteln wird auf Bergung und Rettung sowie auf Tiefseefahrzeuge eingegangen. Das Dokument enthält zahlreiche Bilder, Abbildungen und Tabellen mit den charakteristischen technischen Daten der Uboote aus der jeweiligen Zeit. Darüber hinaus wird die Bewaffnung und der Schiffsantrieb der Uboote in ihrer Entwicklung dargestellt.
