Mit dem Protokoll von Kioto verpflichten sich die Industrieländer erstmals verbindlich zu einer Reduzierung ihrer Treibhausgasemissionen. Für die EU und Deutschland ergibt sich daraus die Notwendigkeit zusätzlicher klimapolitischer Maßnahmen. Das Protokoll stellt mehrere Instrumente bereit - Emissionsrechtehandel, Joint Implementation und Clean Development Mechanism - die es den Vertragsstaaten ermöglichen sollen, ihre Reduktionsverpflichtungen flexibel zu erfüllen. Der vorliegende Band untersucht, welche Konsequenzen sich insoweit für eine an Kosteneffizienz ausgerichtete Instrumentenwahl in der deutschen und europäischen Klimapolitik ergeben. Neben einer Bewertung der bisherigen Verhandlungsergebnisse, der gesetzten Ziele und der vorgesehenen Flexibilisierungsinstrumente wird in besonderem Maße auf die Bedeutung von Transaktionskosten bei der Wahl klimapolitischer Instrumente, auf frühzeitige Vermeidungsaktivitäten (Early Crediting) sowie auf rechtliche Fragen bei der Implementation von CO2-Zertifikatesystemen eingegangen
