Entwicklungsorganisationen suchen intensiv nach Konzepten und Methoden, mit denen Wirkungen der EZ erfaßt werden können und wissenschaftlich haltbare, transparente und umsetzbare Ergebnisse erzielt werden. Sie verlangen zu Recht, daß die Kosten von Evaluationen im Verhältnis zum Projektbudget stehen müssen. Während für die ökonomische und technische Projektbewertung ein standardisiertes Instrumentarium zur Verfügung steht, sind Methoden zur Erfassung der sozialen Dimension, die für die Wirkungsanalyse von zentraler Bedeutung sind, noch nicht ausgereift. In dieser Studie werden der Stand der Evaluationsforschung zur Erfassung der sozialen Dimension und die angewandten Methoden untersucht. Zudem wird ein neues System der Wirkungserfassung armutsorientierter Projekte (SWAP) vorgestellt und empirisch untermauert. SWAP basiert auf einem multidimensionalen Armutsverständnis und zeigt einen Weg auf, die soziale Dimension anhand der vier sozialen Schlüsselprozesse, nämlich Entwicklung des Lebensstandards, Zugang zu Ressourcen, Aneignung von Wissen sowie Beteiligung an Rechten und Macht zu operationalisieren. Mit SWAP kann festgestellt werden, ob armutsreduzierende Prozesse bei den Zielgruppen tatsächlich stattgefunden haben und wenn ja, wie der Projektnutzen unter den verschiedenen sozialen Gruppen, d.h. zum Beispiel in bezug auf Geschlecht und sozio-professionelle Gruppen verteilt ist.
