Die Darstellung eines politischen Systems muß mehr umfassen als nur die staatlichen Institutionen, andererseits weniger als die ge samte Gesellschaft. Sie hat diejenigen Akteure und Rollenzusam menhänge vorzustellen, über welche gesamtgesellschaftlich ver bindliche Entscheidungen bewußt beeinflußt, legitim herbeigeführt und in der Gesellschaft durchgesetzt werden. Das politische System ist als spezifisch diesem Zweck dienendes Subsystem der Gesell schaft zu verstehen, dem der Einzelne in den Rollen des Staatsbür gers, Wählers, Verbands-und Parteimitglieds, Demonstranten, Ab geordneten u.a.m. zugehört. Bei einer derartigen Abgrenzung der Thematik bleiben jedoch Schwierigkeiten. Selbst wenn man nicht einer politökonomischen Sicht folgt, wonach Politik soweit durch sozio-ökonomische Verhält nisse determiniert oder mit ihnen verbunden ist, daß sichjede geson derte Betrachtung eines politischen Systems verbietet, sind ja Wech selwirkungen zwischen politischem Prozeß und gesellschaftlichem Kontext unbestreitbar. Die vorliegende Darstellung sucht dem nicht nur dadurch Rechnung zu tragen, daß sie empirische Befunde zu so zialspezifischem politischen Verhalten referiert, sondern auch poli tisch zu bearbeitende Probleme, deren Umformung in politische Handlungsorientierungen (Parteiprogramme) und konkrete Politik felder einbezieht. Sie reicht damit über bloß prozedurale Aspekte der Politik hinaus und behandelt auch Politikinhalte
