Das Reaktorunglück von Tschernobyl gehört neben den Unfällen in den chemischen Anlagen von Bhopal und Seveso zu den schwerwiegendsten Unglücken in der Anwendung technologischer Verfahren. Die menschliche Erschütterung über die Eintrittsfolgen rückt Verlust und Leiden in den Vordergrund und auch das Anrecht der unmittelbar und mittelbar Betroffenen auf Mitgefühl und Anteilnahme. Eine Bilanz 20 Jahre nach dem Unfall darf dies nicht vergessen. Zugleich muss eine Organisation wie die Strahlenschutzkommission (SSK), deren Aufgabe es ist, die Wirkung von Strahlung wissenschaftlich zu erfassen, zwischen den Schäden differenzieren, die durch Strahlung ausgelöst wurden, und jenen, die sich nicht unmittelbar daraus ergaben. Dies könnte als fachborniert oder gar als kaltherzig empfunden werden. Tatsächlich aber ist allen Beteiligten bewusst, dass hinter den Zahlen menschliche Schicksale stehen, die ein Anrecht auf Aufklärung, Einsicht in Wirkzusammenhänge und bestmögliche Umsetzung der Erkenntnisse haben. Deswegen ist es das Anliegen aller am Strahlenschutz Interessierten, aus den strahleninduzierten Folgen von Tschernobyl umfassende Lehren gerade für den Strahlenschutz zu ziehen. Dies wäre ohne eine streng wissenschaftliche Analyse der Strahlenwirkungen unmöglich. In diesem umfangreichen Bericht hat die SSK daher unter Hinzuziehung weiterer Fachleute versucht, mit Hilfe wissenschaftlicher Verfahren Antwort zu geben auf die Fragen nach den Auswirkungen des Reaktorunglücks.
