Erzählt wird die Biographie jenes Mannes, der von den Planern des Staatsstreichs als Innenminister vorgesehen war und in dem viele den zukünftigen Ministerpräsidenten oder Reichskanzler sahen: Julius Leber entstammt dem Gewerkschaftsflügel der deutschen Sozialdemokratie, aber er mißtraute den Plänen seiner sozialdemokratischen Mitverschwörer, die Arbeiterschaft mit dem alten Führungspersonal erst für den Umsturz und dann für den neuen Staat zu gewinnen. Von der Notwendigkeit charismatischen Führertums überzeugt, traf er sich mit den Aristokraten Stauffenberg und Moltke in der Gewißheit, dass nur eine "soziale Demokratie" die von Hitler verführten Massen für die neue Republik gewinnen werde.
