Die Städte Lübeck und Kiel wurden wie Hamburg im Zweiten Weltkrieg stark zerstört. In Lübeck traf es vor allem die Altstadt, in Kiel das Werftgelände und Wohngebiete. Die Unterbringung der zahlreichen Flüchtlinge verschärfte die städtebauliche Situation auch dort, wo wenig an Bausubstanz verloren gegangen war, wie z.B. in Husum. Der Sammelband mit 10 Beiträgen von Fachleuten beschäftigt sich mit den daraus resultierenden städteplanerischen Fragen: Wiederaufbau nach historischem Vorbild oder Stadtumbau nach modernen Vorstellungen; wie begegnete man dem Wohnungsmangel; welche Prioritäten wurden für die Gestaltung des öffentlichen Raums gesetzt. Die damas zugrundegelegten Prinzipien bestimmen noch heute weitgehend das architektonische Erscheinungsbild schleswig-holsteinischer Städte. (I. Hanewald)
