Series Statement: State, society and governance in Melanesia
Uniform Title: Conjurer la guerre (violence et pouvoir à Houaïlou (Nouvelle-Calédonie))
Content: The book analyses the use of physical violence in the management of several conflicts in the colonial and postcolonial context of New Caledonia. Violent actions and civil wars is the prism used in order to analyze social relationships in Houaïlou, and, in the footsteps of Michel Foucault, the question "Can war be claimed as an analyzer of power relations?" plays a central role. I examine several social situations with a political dimension, combining collective mobilization and use of physical violence, but do not propose a general theory of violence. This book is part of the tradition of social and political anthropology, with the consideration of actions and events. To fulfill a pragmatic turn, I develop a description of singular social scenes.
Content: I successively consider operations of colonial repression carried out between 1856 and 1917, an anti-witch hunt in 1955, a period of "events" related to the strong Kanak nationalist mobilization between 1984 and 1988, as well as conflicts between villagers observed in the 2000s. These cross-sections in Houaïlou colonial and postcolonial history are analyzed in a micro-historical manner, and are followed by a reflection on the relationship between history and anthropology. I study historical conjunctures and power devices, and unfold the entangled contexts of political action. The book examines episodes that put the reader in times of change, times which spur a shift in the logic which controls self-government and the government of others . Violence and contingencies are placed at the core of the analysis of social and political relations. This perspective allows for an optimal paradigm to account for the Kanak's practical inventiveness, intelligence, and reflexivity.
Content: I describe the warlike practices, and use of physical violence since the mid-nineteenth century until today as well as social forms of mobilization, and the building of social groups. In view of the fact social science theory is articulated in a more colloquial vocabulary, I pay particular attention to the construction of the central argument, the layout of the evidence, and my ethical positions in relation to a colonial and postcolonial social world.--Website

Content: War and Other Means describes and analyses the practices of war, the ‘objects of war’ and the conventions of the use of violence in Houaïlou, New Caledonia. It focuses on the colonial repression conducted in 1856 and after, the anti-sorcerer hunt in 1955, the independence mobilisation in the 1980s and the village feuds in the 2000s. Through this archaeology of violence, it reports on the practical inventiveness, intelligence and cunning of the Kanaks involved in social, often violent, conflicts. The use of archival material and recourse to the oral stories gathered from the inhabitants of Houaïlou restores the depth of these historical moments and the nested contexts of the political action that unfolded; it also questions the value and limits of fieldwork investigation. These episodes are moments of change in the social, administrative, land and political organisation of New Caledonia; they make it possible to understand, from France’s takeover to the present day, the real modalities of implementation of colonial and postcolonial governmentality. The attention given to the invention, the importation or the adaptation of repressive techniques, closely linked to the French experience in Algeria, opens up a geopolitics of colonisation. Through this detailed description of the social logics of conflict, Michel Naepels also invites us to reflect on the place of European fantasies on violence and on the representations of otherness
