Gegenstand der Publikation ist eine Konturierung und Regulierung einer Verantwortungsteilung im Ordnungsrecht, untersucht am Beispiel des immissionsschutzrechtlichen Genehmigungsverfahren. Christof Häfner konzentriert sich auf das Sachverständigenmodell und thematisiert dieses als ein Modell, das den unterschiedlichen Postulaten der Reformdiskussion Rechnung trägt und sie möglichst weitgehend erfüllen soll. -- Das Sachverständigenmodell bewegt sich innerhalb eines diffizilen Geflechts - es zielt primär auf ein richtiges Ergebnis, das nunmehr sachverständig ermittelt werden soll. Der Autor zeigt auf, dass der ideale Anwendungsbereich des Sachverständigenmodells ein Bereich der konditionalen Programmierung ist. Gleichzeitig entzieht es Teile des Verfahrens dem unmittelbaren Einflussbereich der Verwaltung, weshalb eine Qualitätskontrolle erforderlich wird. Insofern verändert sich der Charakter der Rolle, die der Staat im Verfahren einnimmt.
