Warum wirkt Staat? Um diese Frage zu beantworten, ist das der Ökonomie entlehnte Paradigma des Gefangenendilemmas leitend, das zu überwinden die Funktion von Staat beschreibe. Die darin innewohnende Aufgabe, Partikular- und Gesamtinteressen zu koordinieren, erfolgt, indem der Staat Kollektivgüter gewährleistet. Diese der Ökonomie eher neue Theorie dient in der vorliegenden Arbeit als Schlüssel, Ideengeschichte und Theorie des modernen Staates zu befragen. Dabei zeigt sich, dass die entsprechenden Funktionsmechanismen tatsächlich schon früh relativ bewusst erkannt wurden, um Staat zu erklären. Ein Vorgang wörtlich begriffener Veröffentlichung von Gesellschaft kann ab dem 18. Jahrhundert identifiziert werden, in dessen Verlauf die Funktion des Staates, Partikularinteressen und Gemeinwohl zu synchronisieren, durch Demokratie und öffentliche Meinung allmählich verstärkt wird. Zugrundeliegendes Material ist eine zugleich weit und eklektisch verstandene Ideengeschichte, die jedoch zu analysieren nicht Endzweck, sondern Mittel ist, die materiale Frage selbst zu erforschen, wie Staat funktioniert: Ideengeschichte wird mit politischer Theorie funktional verknüpft.
